This position is located in Division of Federal Contracts & Vendor Management, Richland County. 
This is an in-office role and not a telecommute or remote position.

Are you the One? We are looking for a Grants Administrator II (Contract Administrator II) who serves as Contract Administrator for the South Carolina Department of Health and Human Services (SCDHHS). The Contract Administrator audits contract owners to evaluate their compliance monitoring practices, ensuring consistency, accessibility, and accountability in Contract Compliance and Performance Monitoring within the Agency.  Assists in establishing Contract Administration and Management Standards, Minimum Requirements, and Best Practices to improve efficiency and effectiveness. Provides training to contract stakeholders and maintains oversight through periodic audits. Offers as-needed support to stakeholders in contract management and compliance monitoring activities. Ensures compliance with federal and state rules and regulations and SCDHHS standards.
  • Contributes to the creation of training materials and resources necessary to properly train Agency staff and Contract Stakeholders how to perform and fulfill responsibilities in contract performance and compliance monitoring. Incorporates approved content revisions to improve learning outcomes.
    • Delivers training to Agency staff and Contract Stakeholders on the minimum requirements and best practices in contract management, compliance monitoring and vendor performance.
    • Facilitates training sessions in various type learning settings, including; classroom, virtual, and hands-on, as required. Ensures proper setup and cleanup of training spaces and equipment.
    • Provides technical and skill-based instruction and assistance, including customized curriculum for set-up and implementation of monitoring tools, and conveyance of non-compliance remedies.
    • Seeks constructive feedback regarding training content and delivery methods through surveys, evaluations, and success ratio of participants’ knowledge checks. Tracks and reports training metrics (attendance, effectiveness, etc.). Applies learnings to continuously enhance content, delivery and presentation skills.
  • Maintains oversight of Contract Administration for Agency contracts. Performs audits of assigned contracts to assess if contracts are being monitored according to minimum standards and approved compliance policies, procedures, and processes.
    • Assists in establishing, maintaining, and tracking audit schedules. Conducts periodic reviews and compliance audits based upon approved schedules. Utilizes standardized document management practices and approved processes to record, track and report activities.
    • Prepares and reports audit findings to Stakeholders.  Identifies patterns and trends discovered through assessment analysis; makes recommendations for improvement, tracks approved corrective actions.
    • Measures and assesses impact of audit findings (+/-).  Quantifies risks and evaluates fiscal or programmatic impact of failure to comply with established standards and best practices. 
    • Proposes correction and preventative measures to ensure unsatisfactory audit findings are identified and addressed. Tracks and reports progress of approved action plans and reports on the progress of compliance initiatives to stakeholders.
    • Utilizes and maintains statistical, tools and metrics (dashboards) to analyze, measure, and assess contract activities, contractor performance, compliance, and trends; leads discussions of findings, patterns and trends within the Department.
  • Maintains a thorough understanding for all assigned contracts to support the Bureau and management in contractual and compliance matters.
    • Promotes correction and improvement of non-compliance performance and deficiencies. Delivers support in facilitating communications, drafting formal letters, assessing financial incentives (Liquidated Damages LDS), initiation of Corrective Action Plans (CAPs), and other mutually agreeable resolutions
    • Serves as a resource in the development of Service Level Agreements (SLAs) and other requirements necessary to establish clear, measurable performance targets in the fulfillment of contract obligations. 
    • Extends contractual support in facilitating Implementation and Turnover phases of a contract. Collaborates on the development of funding and procurement documentation including solicitation, funding, renewals, changes, and Amendments.
  • Supports Division leadership in establishing Contract Administration and Management Standards, Minimum Requirements, and Best Practices to ensure consistency, accessibility and accountability in Contract Compliance and Performance Monitoring within the Agency.
    • Advances functional tools and resources to aid Contract Stakeholders to properly monitor, analyze, measure, and report contract and vendor deliverables and compliance. 
    • Essential in the development, implementation, and continuous improvement of Contract Administration Procedures and Practices to ensure contractual obligations are met in accordance Federal and State Laws and Regulations, and to Agency satisfaction
    • Creates technical guides, step-by-step instructions, workflows, diagrams, etc. to convey how to perform specific tasks or activities pertaining to Contract Administration and Contract Monitoring
    • Manages multiple projects, deadlines, and revisions efficiently to ensure timely completion.
  • Performs other related duties as required. Covers tasks and responsibilities of others during periodic or extended absences. Ensures assigned tasks are completed thoroughly and within the designated time allotment.

Position Duties

A bachelor’s degree in Healthcare Administration, Health Policy, Business Administration, or the social sciences, and at least three (3) years of established experience in contracts administration, or grants management activities.

Additional Requirements:

  • Sitting or standing for long periods of time.
  • Overtime and/or weekend work with Deputy approval.
  • In-office role.

Minimum Qualifications

  • Established experience and knowledge in Grant/Contract Management or Administration.
  • Knowledge of the Medicaid Program and Managed Care or Health Insurance preferred.
  • Working knowledge of data research, analysis and reporting.  
  • Ability to evaluate, interpret and measure metric-based data and trends to report benefits and risks.
  • Ability to understand and interpret, and experience in applying state and federal rules, regulations, policies, procedures principles and practices of contract and vendor compliance and procurement.
  • Demonstrated ability to communicate professionally and effectively, both orally and in writing. 
  • Ability to establish, promote, and maintain positive working relationships internally and externally. 
  • Competent to organize and complete tasks and assignments independently with minimal oversight. 
  • Experience researching, interpreting, and applying contract requirements, deliverables, Service Level Agreements (SLAs), milestones, Scopes of Work (SOWs), etc.
  • Proficiency in Microsoft Suite-Office 365 applications, with advanced acumen in Microsoft Sharepoint, Word, Excel, Outlook, and Teams.
