About the Role
The Planner I performs responsible professional planning work involving a variety of entry-level planning, research, and development review assignments. This position supports the daily operations of the Planning Department by assisting with land use research, development review, zoning administration, and preparation of planning reports and presentations.

The Planner I provides technical assistance and information to Town staff, property owners, developers, government agencies, and the public. The role involves reviewing development proposals, researching land records, preparing maps and graphics, and supporting planning initiatives and special projects. Work is performed under regular supervision and provides an excellent opportunity to gain experience in municipal planning and community development.

Minimum Qualifications

  • Conduct planning research projects, including deed and land-use research, and maintain planning files and maps.
  • Participate in the day-to-day operations of the Planning Department and assist with special projects and committee work.
  • Review subdivision and site plans for basic checklist requirements and provide written or verbal recommendations under staff guidance.
  • Track the status of subdivision and site plan reviews using the automated tracking system and generate statistical reports for planners and the public.
  • Prepare staff reports, planning documents, maps, forms, brochures, and other materials of modest scope and complexity.
  • Develop layouts, graphics, and maps using Geographic Information Systems (GIS) for presentations, reports, and departmental functions.
  • Notify Town departments of rezonings, Comprehensive Plan updates, and other land use changes.
  • Interpret and enforce provisions of the Town’s Zoning Ordinance and other applicable federal, state, and local regulations while preparing staff analysis of development proposals.
  • Provide guidance to applicants, citizen committees, public agencies, and the public regarding land use policies and development regulations.
  • Research Town and Register of Deeds land records to determine property ownership and existing structures.
  • Prepare and present text amendments to Town ordinances.
  • Utilize computer systems to enter, retrieve, review, and analyze data using word processing, spreadsheet, database, mapping, internet, and email programs.
  • Perform other duties as assigned.

Other Qualifications

  • Bachelor’s degree from an accredited college or university with major coursework in Planning or a related field.
  • Two (2) years of planning or development experience; or an equivalent combination of education and experience.
  • Experience using Geographic Information Systems (GIS) is preferred.

Special Requirements

  • Possession of a valid North Carolina Driver’s License.
