The Position:

The Area Reproductive Health (RH) Programme Analyst is based in Herat and leads the coordination, implementation and monitoring of UNFPA’s reproductive health portfolio in the western region of Afghanistan. Operating in a complex humanitarian and politically sensitive environment, the incumbent ensures the delivery and continuity of essential reproductive health services, including safe motherhood, emergency obstetric and newborn care (EmONC), family planning, and life-saving RH commodities.

The position has a strong field coordination function, ensuring effective engagement with provincial de facto authorities, health partners, implementing NGOs, community representatives and humanitarian coordination platforms. The incumbent supports principled engagement while safeguarding UN standards, humanitarian access and service delivery to women and girls under restrictive conditions.

The position reports directly to the respective Area Coordinator with a technical reporting line with the RH specialist based in Kabul.

Job Purpose:

The Area RH Programme Analyst ensures effective coordination and oversight of reproductive health interventions in Herat and the surrounding provinces under the Area Office coverage, with a strong focus on maintaining the continuity and quality of maternal and newborn health services and safeguarding women’s and girls’ access to essential care within prevailing policy and operational constraints. The role supports the availability, accountability and last-mile distribution of life-saving RH commodities, strengthens field-level monitoring and partner performance, and ensures the integration of reproductive health services within humanitarian response frameworks. The incumbent continuously analyzes political, security, social and operational developments affecting service delivery and proposes context-sensitive risk mitigation measures to ensure uninterrupted and principled programme implementation. 

You would be responsible for:

Field Coordination and Programme Implementation

  • Coordinate UNFPA’s reproductive health portfolio in the Herat region of Afghanistan, ensuring effective field-level implementation and oversight.
  • Maintain principled engagement with provincial de facto health authorities and partners to facilitate access and operational continuity.
  • Monitor implementing partners and supported facilities to ensure quality, accountability and adaptive programming in a volatile environment.
  • Represent UNFPA in relevant provincial health and humanitarian coordination platforms.

Reproductive Health Service Delivery

  • Contribute to the annual planning, delivery and monitoring of maternal and newborn health services, family planning, and emergency reproductive health interventions, including the Minimum Initial Service Package (MISP) for Reproductive Health in Emergencies where applicable.
  • Identify entry points, innovations and sustainable solutions in delivery of the reproductive/ maternal health services in the area/ region. 
  • Monitor service quality, coverage and access trends, identifying gaps and corrective measures to safeguard women’s and girls’ access to care.

Commodity Security and Supply Chain

  • Identify the RH commodity needed in the duty station area and support the forecasting, distribution and stock monitoring in coordination with the Country Office.
  • Ensure accountability in the supply chain management system including close coordination with IPs to enable prevention of stock-outs of life-saving reproductive health supplies.

Monitoring, Reporting and Risk Management

  • Analyze political, security and operational developments affecting programme delivery and propose risk mitigation measures.
  • Prepare programme updates, reports and briefings, ensuring compliance with UNFPA policies and safeguarding standards.

Partnerships and Resource Mobilization

  • Maintain effective working relationships with UN agencies, humanitarian actors and donors in the region.
  • Contribute to donor reporting and proposal development as required.

Perform any other duties as may be assigned by the supervisor or designated authority.

Qualifications and Experience: 

Education: 

Advanced university degree in health, population, demography and/or other related social science field is required. 

Knowledge and Experience: 

  • At least two years professional experience related to project / programme management, planning, monitoring and evaluation are required.
  • Proficiency in current office software applications is required.
  • Experience in programme/project management, including monitoring and reporting is highly desirable.
  • Experience working in humanitarian or fragile contexts is desirable.
  • Experience in field coordination and partner oversight is desirable.
  • Familiarity with maternal health and family planning programming is desirable.
  • Experience with supply chain and health commodity management is desirable.
  • Experience in humanitarian coordination mechanisms is desirable.
  • Experience in Afghanistan, particularly in western provinces is desirable.

Languages: 

Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
