POSITION PURPOSE
The Director of Industrial Services is responsible for leading the organization’s ISO-aligned Quality Management System (QMS) while driving the strategic growth of industrial and contracted service lines that employ individuals with disabilities and other barriers to employment. This role ensures that quality, compliance, and business development are fully integrated—embedding standardized processes, performance accountability, and risk management into all industrial operations and external contracts.
The Director serves as a senior leader and subject-matter expert, supporting audit readiness, contract development, and the expansion of mission-aligned industrial services across manufacturing, logistics, warehousing, packaging, fulfillment, and related outsourced operations. Through cross-functional collaboration, this role balances operational excellence with revenue growth and workforce inclusion. The position is a member of the Contracts Team.
SPECIFIC DUTIES

- Manages the daily operations of the Industrial Services and Contracts Services departments in compliance with all established Goodwill policies and procedures.
- ISO Quality Management & Compliance
- Serve as the organizational ISO Subject Matter Expert, with accountability for maintaining compliance with ISO standards (e.g., ISO 9001, as applicable).
- Design, implement, document, and continuously improve the Quality Management System (QMS), including policies, procedures, process maps, and records control.
- Lead internal audits, management reviews, corrective and preventive action (CAPA), and continuous improvement initiatives.
- Coordinate and manage external ISO audits, surveillance reviews, and recertification activities, serving as the primary point of contact with registrars and auditors.
- Ensure ISO principles—risk-based thinking, customer focus, process effectiveness, and continual improvement—are embedded into daily operations.
- Monitor quality objectives and performance metrics, ensuring data-driven decision-making and audit-ready documentation.
4. Business Development & Expansion of Contracted Services
- Lead and support business development initiatives that expand mission-aligned contracted services employing individuals with disabilities and other barriers to employment.
- Identify, evaluate, and pursue new revenue-generating partnerships with public agencies, private-sector employers, logistics providers, manufacturers, healthcare systems, and service contractors.
- Assess new contract opportunities for mission alignment, financial viability, operational capacity, quality requirements, and compliance risk.
- Collaborate with Operations and Mission Services leadership to design scalable service models that support inclusive employment, customized employment, and career pathways.
- Support proposal development, RFP/RFA responses, pricing models, and operational narratives related to contracted services.
- Ensure new business lines integrate ISO-aligned processes, measurable outcomes, and continuous improvement from inception.
5. Extended Employment Operations
- Provide overall operational oversight and supervision of Extended Employment programs within industrial and contracted service environments, ensuring compliance with contractual, quality, safety, and productivity requirements.
- Integrate Extended Employment operations into the organization’s ISO-aligned Quality Management System, including documentation, process controls, performance monitoring, and continuous improvement activities.
- Ensure appropriate staffing, supervision, accommodations, and supports are in place to enable individuals with disabilities and other barriers to employment to meet customer and operational expectations.
- Monitor and evaluate Extended Employment performance and outcomes, including quality, productivity, attendance, retention, and participant development, and implement corrective actions as needed.
- Identify and support opportunities to expand and sustain Extended Employment service models through mission-aligned contracts that balance operational feasibility, revenue, and inclusive employment goals.
6. Contract Development & Compliance Oversight
- Lead the development, review, and standardization of contracts, MOUs, subcontracts, Service Level Agreements, and vendor agreements to ensure ISO alignment, regulatory compliance, and operational feasibility.
- Integrate quality standards, performance metrics, compliance requirements, and risk mitigation strategies into all contractual documents.
- Establish and manage a contract lifecycle management framework, including execution, monitoring, amendments, renewals, and closeouts.
- Partner with Operations, and Program leadership to ensure contracts are financially sustainable, operationally executable, and compliant.
- Translate contract requirements into internal procedures, staff training, and performance expectations.
7. Leadership, Training & Organizational Culture
- Train and coach leaders and staff on ISO standards, quality documentation, audit readiness, and continuous improvement methodologies.
- Build organizational capacity for quality management and contract compliance through staff development and internal audit readiness.
- Promote a culture of quality, accountability, and mission-driven performance, reinforcing inclusive employment practices.
- Serve as a cross-functional leader and advisor supporting strategic initiatives and organizational growth.
