SUMMARY
The City of Amarillo is seeking an exceptionally organized, enthusiastic, motivated, and collaborative professional to serve as the Water Utilities Program Specialist in support of administrative oversight of assigned division wide conservation programs and functions. This position provides essential administrative, technical, and programmatic support to the Water Utilities Program Manager and Director of Utilities. This person will support teamwork through exceptional communication with organizational leadership by assisting in the monitoring of continuously new or amended state and federal regulations, policies and legislative issues regarding the water and wastewater industry. This person will support conservation initiatives through partnerships, educational development, and coordinated outreach efforts. This person will support the community by assisting in providing publicly accessible reports such as the annual Consumer Confidence Report and other reports required by the Texas Water Development Board and other regional partners. This position will be required to work shifts including evenings, weekends, or holidays as necessary by the department.
ESSENTIAL RESPONSIBILITIES
• Program Support
o Coordination of water education and conservation programs, including collaboration with external departments on community outreach and educational initiatives.
o Actively participate in the planning, organization, and execution of public education events.
o Maintains working knowledge of regulations that are pertinent to the operation of a water and wastewater utility operation, including but not limited to Safe Drinking Water Act (SDWA), Texas Water Code, National Pollutant Discharge Elimination System (NPDES), Texas Administrative Code Title 30, and local municipal ordinances
o Support the review and tracking of new or amended state and federal regulations, policies, and legislative updates affecting the water and wastewater industry.
o Provide administrative and logistical support for utility conservation programs, including updates to the City’s Water Conservation and Drought Contingency Plan.
o Assist with preparation and organization of annual conservation status reports for Utility management.
• Administrative Function
o Assist in preparing periodic and annual operational and compliance reports for the Water Utilities Department.
o Conduct preliminary reviews and provide administrative support for peer review processes related to permitted program reports.
o Maintain organized records, documentation, and data files related to conservation programs, regulatory compliance, and reporting requirements.
o Serve as a secondary point of contact for local Groundwater Conservation Districts and partnerships to support communication and information exchange.
• Web and Communication Support
o Assists by acting as a departmental liaison with the Office of Innovation and Engagement to assist webpage managers with updates, content organization, and routine maintenance of the Water Utilities section of the City’s external website.
o Assist in the creative development of clear public messaging with a focus on regulatory history, responsibility, and departmental compliance.

o Perform other job-related duties as assigned, assists the Water Utilities Program Manager, and Director of Utilities.
MINIMUM REQUIREMENTS
Requires a bachelor’s degree in Environmental Science, Public Administration, Data Science or related field, or able to obtain within (4) years and a minimum of two (2) years of documented work history involving progressively responsible positions related to education, community engagement, environmental policy, or public administration. A combination of experience and education may be considered. Valid Texas Driver’s License required.
KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of public sector administration responsibilities.
• Ability to work collaboratively in a team environment and maintain professionalism in public-facing interactions.
• Familiarity of water resource law, water policy (federal, state and local), familiar with Texas Water Code (chapter 36). Familiar with Texas Administrative Code Title 30
• Ability to conduct presentations, public speaking, and community outreach.
• Must have effective oral and written communication skills.
• Strong computer skills: Word, Excel, webpage design/editing tools etc.
• Strong verbal and written communication skills.
• Ability to use small office equipment, including copy machines or multi-line telephone systems.
• Ability to use highly technical computer applications, such as GIS or CAD.

WORK ENVIRONMENT
The employee works in a dynamic environment that requires the employee to be sensitive to change and responsive to changing goals, priorities, and needs. Weekend and non-routine hours can be expected regarding attendance of public meetings and community outreach programs. Routine travel is expected to be about 20 percent of the time.
