POSITION SUMMARY:
This position supports the daily operation of the Rideshare and Ridelink programs by assisting existing and future groups and is responsible for coordinating the implementation and growth of the Rideshare and Ridelink programs. This involves researching, recruiting and motivating employers and individuals to participate in the program.
This individual coordinates and performs marketing and outreach efforts to create awareness of the program and to assist employers and participants of Rideshare groups with administration of the program. This position assists in developing and distributing promotional and educational materials, and social media and website awareness campaigns that promote alternative transportation modes.

Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Promote, organize and coordinate Island Transit’s Rideshare and Ridelink programs.
- Develop training materials, presentations and participate in events to promote and motivate participation in ridesharing.
- Develop various correspondence, reports, and other materials.
- Answer inquiries about Rideshare and Ridelink programs; provides program information.
- Research, evaluate and provide recommendations for Rideshare utilization, fleet size, fleet composition, and vehicle replacement and expansion.
- Recommend changes to fee schedule, as needed; resolve issues of outstanding fees by contacting participants and reporting uncollected fees to collection.
- Evaluate program effectiveness of the program based on reaching identified goals.
- Coordinate the formation of Rideshare groups with individuals, employer representatives or others involved in the formation of commuter groups. Coordinate employer paid subsidy programs.
- Review, verify and approve applications for the Rideshare program; train drivers and groups on established program policies and procedures; respond to and resolve Rideshare group conflicts or concerns.
- Ensure Rideshare groups are trained and qualified before assignment of a vehicle.
- Assign placement of Rideshare groups to maximize efficient use of the Rideshare fleet.
- Monitor driving records and on-road performance of all drivers in the program.
- Review monthly fares and ridership reports for accuracy; process revenue and reports utilizing specialized software program.
- Create and update program guidelines, written policies and procedures.
- Coordinate and maintain the record-keeping system for the Rideshare program participants.
- Perform regular bookkeeping, track and reconcile vehicle charging and fuel use; process reimbursement for transactions related to the program; reconcile electronic payments with bank statements; monitor collection of Rideshare fares; notify rideshare group managers/bookkeepers of discrepancies.
- Coordinate scheduled and unscheduled vehicle maintenance.
- Investigate and report vehicle damage, accidents, incidents and injuries involving Agency vehicles; and non-emergency response to accidents and breakdowns.
- Make arrangements for loaner vehicles, as needed.
- Frequently required to drive Rideshare fleet vehicles to and from Island Transit’s operations facility on Camano Island, or to other locations as needed to swap vehicles or charge battery.
- Maintain Rideshare vehicle related supplies, driver/rider agreements, starter kits, emergency card, and reporting forms.
- Represent Island Transit at related organizational meetings and conferences.
- This individual will participate on agency committees and other related events.
- Work with and maintain confidential information.
- Demonstrate regular and punctual attendance.
- Maintains Island Transit Bike Locker program which includes monitoring bike locker applications, payments, and issue/assign lockers and keys. Informs Facilities when lockers need inspection and/or maintenance.
- Represents Island Transit at informational and NASWI events.
- Perform other duties and projects as assigned.
Minimum Qualifications
REQUIRED KNOWLEDGE, SKILL AND ABILITIES:
- Understand and apply general office practices and procedures.
- Understand and apply applicable laws and regulations related to assigned area.
- Proficiency in the English language, grammar, spelling, and punctuation.
- Exhibit tact, discretion and courtesy with the public; establish cooperative working relationships with those contacted during work.
- Efficient in administrative duties such as filing, typing, recordkeeping and data entry.
- Utilize presentation methods for training small or large groups of people.
- Learn new technologies, policies, procedures and guidelines established by the agency or other organizations.
- Utilize office equipment and other relevant technology to meet business needs.
- Proficient in Microsoft Office Suite and other business software; ability to quickly adapt to unfamiliar software programs.
- Communicate effectively and professionally, both orally and in writing.
- Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with agency policies.
- Relate effectively to individuals of various cultural, ethnic and social-economic backgrounds as well as individuals with special needs.
- Exercise sound judgement in making decisions.
- Focus on tasks and recall details; handle frequent interruptions.
- High School Diploma or equivalent.
- Two (2) years of experience in an administrative or similar customer service position.
- Experience conducting marketing and outreach initiatives, preferred.
- Or equivalent combination of education and relevant experience that provide the knowledge, skills and abilities required to successfully perform the job.
- Must possess and maintain a valid Washington State driver’s license. Must have and maintain an acceptable driving record through employment.
Other Qualifications
SPECIAL REQUIREMENTS:
- Employment is contingent upon an employment reference check, post job offer criminal background check and a five-year motor vehicle history report, the results of which are acceptable as determined by the employer.
- Must be able to obtain and maintain any license or certification required for the job.
- Position may be subject to physical or other testing when reasonably necessary to determine job related abilities or reasonable expectation of successfully performing the job.
- This position is exempt from the Federal Labor Standards Act (FLSA) and is not eligible for overtime pay.
- Duties performed primarily in an office environment while sitting at a desk or computer with the remainder of time walking within Island Transit’s office buildings.
- Requires stooping, reaching, bending, and lifting of office supplies and equipment. Subject to noise from office machines.

- Must be able to lift and carry approximately 20 pounds.
- Must be able to listen and speak clearly to receive and provide information.
- Must be able to read a variety of printed or handwritten material including solicitations, regulations, reports, and/or forms.
- Duties may involve some travel to other locations to conduct work. May be required to work outside normal schedule on occasion.
