About This Role

 

As an HR Investigator, you’ll play an important role in maintaining integrity and fairness across our organization. You’ll conduct impartial investigations into Non-EEO matters involving policy violations, workplace misconduct, ethics/compliance concerns and other organizational integrity issues. This position does not make disciplinary decisions; it provides fact-based findings only to support fair and consistent outcomes.

 

Note: This position requires on-site work and flexibility in scheduling to accommodate interviews, hearings, and urgent investigations.

 


 

What You’ll Do

 

  • Support HR management by leading neutral, timely investigations into employee misconduct and policy violations.
  • Conduct interviews with employees, supervisors, and union representatives.
  • Prepare clear, defensible reports for disciplinary actions and grievance hearings.
  • Partner with HR management, Legal, and leadership to ensure fair resolutions.
  • Identify trends and recommend proactive solutions.

  • Education: Bachelor’s degree in HR, Business, Legal Studies, or related field.
  • Experience: 5+ years investigating employee misconduct in public sector or unionized environments.
  • Strong interviewing, evidence analysis, and report-writing skills.
  • Ability to manage high-conflict situations with professionalism.
  • Valid Florida Driver’s License and safe driving record.

 

Preferred:

  • Experience in government or unionized settings
  • HR or labor relations certification (SHRM-CP/PHR)
  • Training in workplace investigations

Position Description: Conducts impartial investigations into non-EEO employee matters involving policy violations, workplace misconduct, ethics/compliance concerns, and other organizational integrity issues. This role serves both union and non-union employee populations ensuring investigatory processes adhere to applicable collective bargaining agreements (CBAs), agency policies, and due process standards. The investigator gathers and analyzes facts, maintains strict confidentiality, prepares defensible reports, and partners with HR, Legal, and other operational leaders to support fair, consistent, and timely case resolution.  This position requires on-site work and flexibility in scheduling to accommodate interviews, hearings, and urgent investigations.

  • Conducts neutral and timely investigations into allegations of general misconduct, including but not limited to:
    • Violations of workplace rules, policies, and procedures
    • Insubordination, dishonesty, misuse of government resources
    • Performance-related misconduct and safety violations
    • Unprofessional conduct and ethics violations
  • Ensures investigatory processes comply with CBAs, agency policies, and due process standards.
  • Conducts investigatory interviews of employees, supervisors, witnesses, and union representatives as assigned.
  • Ensures employee representation rights are honored during investigatory interviews (e.g. Weingarten rights).
  • Develops and delivers training on investigatory procedure, interview best practices, documentation standards, and non-EEO policy compliance for managers and HR partners.
  • Collects, analyzes, and preserves documentary, electronic, and physical evidence.
  • Prepares clear, comprehensive investigative reports outlining findings of fact, credibility assessments, and policy or rule analysis. Ensures reports are legally defensible and suitable for use in disciplinary actions, grievance hearings, or arbitration.
  • Maintains confidentiality consistent with agency policy and public records requirements.
  • Coordinates with HR management, legal counsel, and departmental management regarding investigation outcomes.
  • Supports disciplinary processes by providing investigative findings, documentation, and testimony for grievances.
  • Tracks investigations to ensure contractual timelines and procedural requirements are met.
  • Identifies trends or systemic issues related to employee conduct and recommend corrective actions or training.

 

Required Qualifications:

 

  • Bachelor’s degree from a regionally or nationally accredited institution in Human Resources, Public Administration,  Business Administration, Legal Studies or a closely related field.
  • Five years of experience conducting employee misconduct investigations in a public sector and/or unionized environment.
  • Additional directly related experience beyond the minimum requirement may substitute for the required education on a year-for-year basis.
  • Must possess and maintain a valid Florida Driver’s license and safe driving record.

 

Desired Qualifications:

 

  • Experience in government agencies, municipalities, or other unionized environments.
  • Familiarity with grievance procedures, arbitration, administrative disciplines processes.
  • HR or labor relations certification (SHRM-CP/PHR)
  • Training in workplace investigations or public sector employee relations

 

Knowledge, Skills, and Abilities (KSAs):

 

  • Knowledge of public sector due process, investigatory rights , CBA’s, ethics/compliance standards, and agency policies.
  • Demonstrated ability to conduct fact-finding investigations with fairness and objectivity.
  • Strong  interviewing skills (including credibility assessment), evidence collection/analysis, timeline reconstruction, and root-cause analysis.
  • Ability to prepare clear, concise and neutral investigation reports that summarize allegations, evidence, findings and credibility assessments.
  • Ability to synthesize complex information and reach fact-based findings; identify patterns and systemic risks.
  • Ability to manage high-conflict situations.
  • Strong attention to detail and documentation standards.
  • Excellent organizational and time management skills with the proven ability to meet deadlines.
  • Knowledge of Microsoft Office applications (Word, Excel, PowerPoint).
  • Ability to exhibit a professional, courteous demeanor.
  • Ability to work in a diverse environment.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

 

Work Environment and Special Considerations:

 

  • Works in an office environment and requires long periods seated.
  • This position requires close visual acuity to perform an activity such as viewing a computer terminal and extensive reading.
