Position Title: Program Manager
Reports To: Contractor Corporate Leadership / Contracting Officer (KO)
Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.
Clearance: Favorable NACI (minimum); ability to obtain installation access/CAC as needed.
Purpose / Customer Benefit
The Program Manager serves as the single point of accountability for all contract performance. This role ensures seamless, compliant Real Property Support Services that strengthen DoD audit readiness, enable full sustainment funding, and deliver reliable facility inventory/condition/space reporting across all DoD components.
Key Responsibilities (Directly from PWS §5.1)
- Maintain full authority to act for the Contractor on all contract matters relating to daily operations.
- Plan and set program goals, milestones, and risk management strategies.
- Define resources, schedules, and implementation plans for the entire program.
- Clearly define requirements and set performance targets.
- Supervise the program team and resolve conflicts across departments.
- Recognize areas for internal improvement and develop/implement corrective action plans.
- Designate an alternate point of contact in writing to the KO.
- Be available (or ensure alternate availability) 8:00 am–4:00 pm CST, Monday–Friday (except Federal holidays or Government closures) to respond to Government questions/requests.
- Ensure all work meets applicable Federal, State, Local laws, regulations, SOFAs, MOUs/MOAs, and policies.
- Coordinate with COR on key personnel changes (10-workday written notice); replace unavailable personnel within 30 workdays with equal-or-better qualified staff.
- Maintain IAT Level I certification for self and ensure all personnel maintain required certifications/clearances.
Minimum Qualifications
- Bachelor's degree in Business, Engineering, Facilities Management, or related field (Master's preferred).
- Minimum 8 years of progressive program/project management experience supporting DoD or Federal real property, facilities, or data management programs.
- Demonstrated experience managing performance-based IDIQ/MATOC contracts with multiple concurrent task orders.
- Proven track record of on-time, on-budget delivery with Exceptional or Very Good CPARS ratings in similar scope.
- Strong working knowledge of DoD Real Property systems, audit readiness processes, and UFC/NEPA requirements.
- Excellent written/oral communication skills; fluent in English.
- Current Project Management Professional (PMP) or equivalent certification highly desired.
- Must pass NACI and maintain favorable background throughout contract.
Success Metrics (Tied to PWS Outcomes)
- 100% on-time response to Government inquiries during designated hours.
- Zero deficiencies in contract-level performance evaluations.
- Successful transition and onboarding of all task order teams within agreed timelines.
