Duties
At the full performance level of this position, you will: Plan, organize, and direct the fiscal management activities of the organizational unit to prevent fraud, waste, abuse and misalignment of regional resources. Represent the organization unit and Agency with a variety of functional area organizations to provide advisory services relating to regional management plans, policies and decision making which involve financial considerations. Direct, coordinate and oversee highly technical or complex administrative work involving key program to ensure alignment of fiscal laws, regulations, and Agency policy. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

#LI-Onsite You must be a U.S. citizen. You must meet time-in-grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. REAL ID requirements became effective on 05/07/25. This development program is designed to enhance leadership competencies and meet the agency's goal of providing new leaders with the tools needed for success. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.
Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as executing accounting, budgeting, and financial management; kept budget variances within thresholds; Applied OMB Circulars, and agency financial policies to operations, reporting, and achieving results after a normal orientation using existing financial systems and SOPs. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as serving as senior leadership's strategic financial advisor in planning/decision forums and leading/supervising a comprehensive financial management program; Drove measurable performance: improved forecast accuracy, met all reporting deadlines; Set goals, allocated resources, and coached staff; aligned financial guidance and program leadership with organizational strategy. You will need the following competencies in order to perform the duties of this position successfully: Planning and Evaluating* Administrative Law Financial Management and Analysis* Influencing/Negotiating Decision Making Strategic Thinking Supervisory and Leadership Judgment* Administration and Management Administrative Law Budget and Cost Management * Oral Communication *You will be evaluated on these critical competencies. Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed in the Overview section.
