Duties
As a Engineering Technician, you will: Serve as senior project engineer technician to the Contracting Officer/Contracting Officer Representative with the responsibility for on-site administration of construction contracts in order to assure that the content of construction project contracts are technically sound and in compliance with the plans and specifications documents. Monitor documentation and measurement of work is performed. Reviews material testing, project schedules, progress estimates, surveys, traffic controls, environmental controls, construction methods, project funding, and all issues concerning the construction of the project. Monitor specification requirements for compliance of the contract documents. Plan, organize and facilitate project meetings, including meetings with the owning agency, local utilities, landowners, designers, local officials, suppliers, and with contractors, including formal partnering meetings. The ideal candidate for this position has experience inspecting and administering all phases of highway construction contracts. The target applicants are mid to late career hires. These positions are perfect for Engineering Technicians who thrive on working with contractors on highway construction projects.

PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). PHYSICAL DEMANDS: The work requires extensive standing, walking, climbing, bending, lifting and carrying up to 60 pounds. In addition, you will be exposed to varying weather and terrain conditions. TRAVEL: Travel will be required to attend conferences, meetings, and highway project sites.
Qualifications
To meet the minimum qualifications, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS 11 it must include: Experience as a senior project engineer technician or equivalent responsible for the administration and inspection of Federal, State or local highway construction projects that included major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving; AND Experience leading the work of staff performing highway construction project/inspection activities; AND Experience coordinating with partners and project stakeholders to resolve issues related to highway construction projects. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Engineering Technical Knowledge- Knowledge of the concepts, principles and methods required to provide technical assistance. Contracting- Knowledge of how to administer contract requirements in order to ensure that projects are constructed in accordance with the plans, specifications, and requirements. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
