Job Description
JOB SUMMARY
The Community School Finance Consultant provides technical assistance to Community School administrators and treasurers on financial management issues, including budgets, applications for federal and state grants, required recordkeeping, contractual goals, and state and federal budget requirements. The Financial Consultant has the responsibility to provide sound fiscal management in the operation of school financial matters, including the budget, forecasts, audits, loans, and overall fiscal oversight. The Finance Consultant reports to the Treasurer and the Executive Director of Community Schools and is responsible to monitor the fiscal effectiveness and efficient operations of ESCLEW-sponsored schools. A valid Ohio School Treasurer's license is required.

QUALIFICATIONS
  • Bachelor’s degree in finance or business management (master’s degree preferred)
  • Working knowledge of computers and school finance software
  • Experience with USAS, EMIS, and school funding
  • Demonstrated familiarity with policies, procedures, laws, and regulations regarding community schools
  • Five (5) years of administrative experience in the area of school finance.
  • School Treasurer License (required)

ESSENTIAL FUNCTIONS
  • Provide school finance support and consultation to ESCLEW-sponsored community school administrators and treasurers.
  • Attend regularly scheduled meetings of the community schools team; provide updates to other members of the community schools team on current issues.
  • Conduct an ongoing needs assessment of sponsored community schools to identify needs for fiscal consultation, technical assistance, and/or professional development.
  • Promote educational programs and services in sponsored community schools that reflect current best practices.
  • Ensure all required records for the community school program are maintained in accordance with local, state, and federal guidelines.
  • Review and approve Monthly Financial Reports for ESCLEW-sponsored schools and partner schools with consulting agreements, ensuring compliance with local, state, and federal requirements within 15 days of submission.
  • Conduct monthly Enrollment and Financial Review meetings with each school’s treasurer, and send a written report to the treasurer and governing authority within ten (10) days of that meeting.
  • Review and approve Annual Budgets for ESCLEW-sponsored schools and partner schools with consulting agreements, ensuring compliance with local, state, and federal requirements.
  • Review and approve Financial Forecasts for ESCLEW-sponsored schools and partner schools with consulting agreements, ensuring compliance with local, state, and federal requirements.
  • Review, approve, monitor monthly, and annually assess Performance Accountability Framework (Attachment 11.6) Financial Performance goals for ESCLEW-sponsored schools and provide updates to the schools governing authority.
  • Review new, transfer, replicator, and renewal applications for community schools as needed.
  • Provide ESCLEW-sponsored schools with proactive technical assistance.
  • Maintain working knowledge of the Epicenter system. This includes all tasks assigned, but not limited to:
  • Approving documents in Epicenter;
  • Rejecting documents in Epicenter, when necessary, with a detailed response as to why;
  • Uploading documents into Epicenter;
  • Retrieving documents from Epicenter;
  • Participate in Epicenter professional development opportunities.
  • Attend all ESCLEW Community Schools Center-sponsored events, such as the Fiscal Workshop and Annual Statewide Meeting, etc.
  • Assist with planning meetings, events, and activities related to the Fiscal Workshop sponsored by the ESCLEW
  • Ensure communication with ESCLEW-sponsored community schools is professional, timely, and accurate; maintain positive relationships with community school administrators and management companies. 
  • Provide the Executive Director with weekly updates on the fiscal performance of sponsored community schools.
  • Provide the Executive Director with the Financial Update for the Monthly Sponsor Update by the 25th of each month. 
  • Attend state and regional conferences as appropriate to keep abreast of issues related to community school finance.
