What you’ll do at DBH:

Ohio Department of Behavioral Health is seeking two highly skilled Human Capital Management Senior Analyst's to support statewide absence management, disability programs, and payroll-related HR functions across central office, pharmacy services, and regional psychiatric hospitals. This role is ideal for an HR professional with strong analytical skills, deep knowledge of leave programs, and the ability to navigate complex federal and state regulations.

You will serve as a subject matter expert in FMLA, disability leave, transitional work programs, and related HR processes—ensuring compliance, accuracy, and exceptional service to employees and agency partners.

Absence & Disability Program Management

  • Lead advanced HR sub-programs related to absence management, disability separations, reinstatements, transitional work, and leave without pay.
  • Ensure proper application of FMLA, disability leave, childbirth & adoption leave, and other benefit programs.
  • Determine FMLA eligibility, issue designation notices, and monitor usage.
  • Coordinate disability separation processes, including fact gathering, notices, hearings, and personnel actions.
  • Facilitate return-to-work options such as Transitional Work Program (TWP) and light-duty accommodations.
  • Monitor leave usage, absenteeism trends, and leave-without-pay requests; recommend approvals or corrective actions.
  • Serve as liaison with third-party vendors and internal stakeholders.

Operational & Payroll Support

  • Manage time entry and payroll processing for all off-work programs (FMLA, disability, workers’ compensation, military leave, administrative leave, etc.).
  • Process personnel actions (leave, returns, pay corrections).
  • Review and correct bi-weekly step/longevity rosters; coordinate adjustments with payroll and DAS.
  • Maintain databases, filing systems, and reports related to absence management.
  • Schedule and participate in hearings (SPBR, disability) and initiate personnel actions based on outcomes.

Administrative & Program Support

  • Prepare and enter personnel actions for separations, interruptions, and reinstatements.
  • Serve as backup payroll processor, ensuring compliance with federal, state, and agency policies.
  • Generate and analyze reports (UKG, COGNOS, OAKS).
  • Provide technical guidance to HR and Labor Relations staff.
  • Participate in New Employee Foundations and contribute to policy development and HR intranet content.

This is an hourly position and is exempt from the bargaining units, with a pay range of 12 on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule).

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

Position Qualifications:

3 yrs. exp. in human resources.

OR

Completion of undergraduate core program in human resources, business or public administration; AND 12 mos. exp. in human resources. 

OR

1 yr. exp. as Human Capital Management Analyst, 64612. 

OR

The equivalent of Minimum Class Qualifications For Employment noted above.
