Under minimal supervision, the Controller serves as the County’s lead technical accounting and financial reporting professional. Plans, directs, and oversees the County’s central accounting function with primary responsibility for complex governmental accounting. This position supervises the Accounting & Payroll Manager and provides technical oversight of the County’s financial reporting. Key responsibilities include coordinating the annual audit, preparing the Annual Comprehensive Financial Report (ACFR), debt issuance and compliance, and supporting the Chief Financial Officer on regular financial reporting.
Reports to the Deputy County Administrator/Chief Financial Officer.
Position Duties
- Performs and leads complex general ledger reconciliations, including the monthly and year-end close processes; ensures the accuracy and integrity of financial data in accordance with accounting standards and state, local and federal laws.
- Responsible for the preparation of the Annual Comprehensive Financial Report (ACFR), including coordination with external auditors.
- Recommends and maintains County financial policies and provides advisory support to department heads regarding financial practices and compliance. Monitors, researches and evaluates new governmental accounting standards, overseeing implementation of new pronouncements.
- Supervises the County’s fixed asset program, creating and maintaining related policies and procedures, responsible for annual depreciation calculation and reconciliations.
- Provides supervisory oversight of the Accounting & Payroll Manager, offering technical guidance in resolving non-routine issues. Exercises supervisory responsibility in accordance with County personnel policies.
- Provides financial analysis in support of the annual County budget, including preparation of reports, estimation of available fund balance, and monitoring of adherence to fund balance and debt policies.
- Performs other duties as assigned.
Minimum Qualifications
Possession of a bachelor’s degree in accounting, business administration or a related field required.
Six (6) or more years of related full-time experience working with complex automated financial systems, spreadsheet applications, and financial reporting.
Four (4) or more years of progressively responsible management experience.

Other Qualifications
Licensure as a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO).
Possession of certification from the Government Finance Officers Association (GFOA) or the Virginia Government Finance Officers Association (VGFOA).
Experience with Tyler Munis.
