Primary purpose:   

Responsible for leading and executing capture strategies that drive growth across Lantana Consulting Group’s federal public-health portfolio. Focuses on identifying, shaping, and securing high-value opportunities with CDC, CMS, HHS, and other public-health organizations. Works cross-functionally with business-development, delivery, proposal, and technical teams to position Lantana for success by aligning customer needs with the company’s capabilities in data, analytics, and health IT.


A successful candidate will do the following:

  • Take ownership of the full capture lifecycle, from early identification of opportunity and qualification through proposal submission and award 
  • Build and maintain strong relationships with key government stakeholders and industry partners, develop and execute win strategies, and translate market intelligence into actionable capture plans 
  • Work in close partnership with Business Development Managers to align capture priorities with pipeline strategy, refine account plans, and ensure a coordinated approach to customer engagement and opportunity shaping 
  • With Business Development Managers, identify and qualify new opportunities, develop customer call plans, and position Lantana early in the acquisition lifecycle 
  • Collaborate closely with internal subject-matter experts to craft compelling, differentiated solutions 
  • Ensure disciplined pipeline management and adherence to growth objectives 
  • Serve as a trusted internal advisor to shape strategic priorities within the public-health market
  • Collaborate extensively with Proposal Managers and proposal teams to translate capture strategies into compelling, compliant, and winning proposals 
  • Lead the development of win themes, discriminators, and key messaging; support color-team reviews; and ensure continuity between capture planning and proposal execution 
  • Serve as the bridge between business development, delivery, and proposal functions to ensure that insights, competitive intelligence, and customer understanding are effectively incorporated into proposal artifacts
Requirements
  • Bachelor’s degree in business, public health, health informatics, or a related field 
  • A minimum of eight (8) years of experience in federal business development, capture management, or related roles 
  • Demonstrated success leading capture efforts for federal public-health opportunities (such as CDC, CMS, HHS, and NIH) 
  • Proven ability to develop and execute win strategies that result in contract awards 
  • Strong understanding of the federal procurement lifecycle (FAR, IDIQs, GWACs, BPAs, etc.) 
  • Experience managing cross-functional teams through the capture and proposal process 
  • Established network of contacts within the federal public-health ecosystem 
  • Excellent written and verbal communication skills, including experience contributing to proposals and client presentations 
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment


Preferred qualifications: 

  • Master’s degree in public health, business, or a related field 
  • Experience with health data, analytics, interoperability, or initiatives in public-health informatics  
  • Prior experience working directly with or within federal public-health agencies 
  • Familiarity with Lantana’s core service areas, including data standards, quality measurement, and health IT 
  • Experience supporting large, complex IDIQ or GWAC vehicles 
  • Certifications such as APMP or Shipley, or equivalent capture/proposal training 
  • Experience developing partnerships and teaming agreements within the GovCon ecosystem 
  • Demonstrated experience leading or supporting proposal-management activities, including coordination of volumes, schedules, and compliance reviews 
  • Strong understanding of best practices for proposal development, including color team reviews, storyboarding, and content planning 
  • Experience guiding or contributing to the development of proposal graphics development, including the ability to conceptualize visuals that clearly communicate win themes and technical solutions 
  • Familiarity with proposal tools and collaboration platforms (such as SharePoint, Qvidian, GovWin, or Adobe Creative Suite) 
  • Ability to translate complex technical and programmatic concepts into clear, compelling written and visual content 
  • Experience working under tight proposal deadlines while maintaining quality and attention to detail
