Duties

Administer the Agency's Regional District JROTC (Junior Reserve Officer Training Corps) program according to law/regulation/policies.,Procure JROTC equipment/supplies to supplement current Military JROTC services equipment/supplies.,Manage budget requirements for the Agency's Regional District JROTC programs in accordance with law/regulation/policy.,Identify budget requirements for the Agency's Regional District JROTC programs in accordance with law/regulation/policy.,Inform the Agency's Regional District Director on sponsoring Military Services JROTC Command (US Army, Air Force, Navy, and Marine Corps) directed policies/procedures regarding the JROTC programs.,Ensure consistency of Agency local policies with those of the sponsoring Military Command JROTC Services.,Coordinate JROTC activities for Region's JROTC Units on behalf of the Agency.,Implement accountability of JROTC equipment supplied to Regional JROTC units,Monitor JROTC program assessments for Agency's Regional District JROTC units as directed by the Military Services Commands.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. State or Territory Certification/License. A valid fully professional state teaching license in content areas or the state's equivalent (as DoWEA determines comparable to DoWEA's teacher categories) will be accepted as fulfilling all qualifications for professional teaching education and certification in content areas. To receive full reciprocity the license must be unencumbered, which means a license that is not revoked, suspended, or made probationary or conditional by the state licensing board of education. The Praxis I and II or seven years of teaching at the Prek-12 level can be substituted in lieu of an unencumbered license and will require all minimum education requirements, a student teaching/internship and full qualification standards must all be met. Applicant's claiming military spouse preference under the MSLRA will receive consideration for an encumbered license. Minimum Academic Preparation and Requirements. A baccalaureate degree from an institution accredited by a regional accrediting association is required. Academic preparation of at least 40 semester hours (SH) in general education course work distributed over such fields as English, history, social studies, mathematics, fine arts, languages, science, philosophy, and psychology is required. In addition, a minimum of 18 SH of professional teacher education course work in such areas as learning process, tests and measurement, educational philosophy, psychology, social foundations, methods of teaching and curriculum applicable to the type and level of the position for which applying is required. (Note: Speech Language Pathologists, Social Workers, School Nurses, School Psychologists, JROTC Instructors, and non-certified Training Instructors are excluded from the minimum academic preparation requirement.) Student Teaching or an Internship. Student teaching or an internship as part of an approved teacher education program in an accredited U.S. institution is required. In the absence of an approved student teaching or internship program, applicants may be given credit for one year of successful full-time employment as an educator. Since that one year of employment substitutes for a course, no credit may be given for pay purposes. Minimum Education Requirement: A minimum of a Master's degree is required. AND Specialized Experience Requirement (5 years): Specialized experience is experience gained as an instructor of a JROTC program through the implementation the JROTC curriculum as prescribed by the branch of service. Such experience includes leadership development, citizenship, military history, and physical fitness curriculum development. Conducting classroom lessons and facilitating hands-on activities. Mentoring cadets in leadership principles, teamwork, discipline, and self-confidence through practical exercises and leadership opportunities. Organizing and supervising physical fitness activities. Instructing cadets in drill and ceremony procedures. Providing counseling and guidance to cadets on academics, and personal or career matters. Planning and execution of JROTC events, competitions, and community service projects. Serves as a liaison between the school, the military branch sponsoring the JROTC program, and the local community. Engaging in ongoing professional development activities that enhance instructional skills, military knowledge, and leadership. Ensuring a safe and orderly learning environment. Demonstrating professionalism, integrity, and dedication to service for JROTC at the middle school and secondary school level. AND Professional Licensure Requirement: Must be certified or certifiable for any DoDEA Instructor, JROTC teaching category (0325-Instructor Officer, Marine Corps; 0326-Instructor NCO, Marine Corps; 0327-Instructor Officer, Navy; 0328-Instructor PO, Navy; 0395-Instructor Officer, Air Force; 0396-Instructor NCO, Air Force; 0397-Instructor Officer, Army or 0398-Instructor NCO, Army). Physical Education and Fitness: Understanding principles of physical fitness, exercise physiology, and sports training. 5. Communication and Interpersonal Skills: Courses focusing on communication, public speaking, and interpersonal skills. 6. Counseling and Mentoring: Knowledge of counseling techniques, adolescent development, and mentoring strategies. 7. Ethics and Character Development: Courses that explore ethical decision-making, moral reasoning, and character development. 8. Technology Integration: Familiarity with educational technology tools and techniques for integrating technology into instruction.

Education

FOREIGN EDUCATION: Foreign Degrees and Course Work from Non-accredited Institutions. Credits or degrees earned from a foreign college or university must be evaluated prior to acceptance. Three evaluation procedures are acceptable: The work may be evaluated and interpreted by the International Education Research Foundation, Inc., Credential Evaluation Service, Post Office Box 3665, Culver City, CA 90231-3665 or www.ierf.org/ or 310-258-9451. The foreign institution that awarded the degree is on a list endorsed by a regionally accredited university or on a list endorsed by a state department of education for the purpose of teacher certification in that state (this procedure will require an English translation of the transcript and a copy of the document awarding the degree, together with an authenticated list produced by an American university or a state department of education); and The work may be evaluated by the graduate division of a regionally accredited university and declared the equivalent of similar undergraduate or graduate work in a U.S. institution. Graduates of non-accredited institutions may have their undergraduate work validated by admittance to graduate school and completion of a minimum of 5 semester hours of credit in a regionally accredited graduate college. Failure to provide all the required information as stated in the vacancy announcement may result in an ineligible rating or may affect the overall rating.

Other Information

Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19. Applicants must be U.S. citizens who are not considered Ordinarily Resident under the applicable Status of Forces Agreement (SOFA). An ordinarily resident is anyone who has lived in the host country longer than the allowed number of days without being a member of the forces assigned, civilian component or a family member of either the aforementioned or who has obtained a work permit for any duration. Ordinarily Resident restrictions apply and vary depending on the host nation. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location. Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval).
