Job Description

Position: Water Operations Manager 


Division: Utilities and Environment 


Department: Saskatoon Water


Term: 1 Temporary Full Time position available for approximately 12 months.

This position is a SCMMA position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

This position performs a variety of duties related to coordinating and supervising water treatment plant operations.

Duties & Responsibilities

  • Evaluates, plans and monitors the corrective actions necessary for optimization of treatment plant processes for the water treatment facility.
  • Manages assigned staff; hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary and performs layoff and recall.  Plans and approves staff development.  Conducts performance management and, when required, disciplinary action.
  • Ensures provincial Permit to Operate parameters are being maintained at all times, including developing, monitoring and maintaining an effective Quality Assurance / Quality Control policy program.  Provides regular updates to the Plant Manager, as required.
  • Plans and participates in the development and incorporation of action items from the safe work management program and Occupational Health and Safety Committee meetings.  Serves as co-chairperson on the Occupational Health and Safety Committee as required.
  • Coordinates with the Plant Manager regarding all process improvement studies and directs the efforts of all operations staff in this regard.
  • Supervises and assists with the development of Standard Operating Procedures, Contingency Response Plans and Emergency Response plans for Operations activities.
  • Supervises, develops and coordinates the Operator-in-Training program.
  • Plans, directs and participates in research to improve process operations and drinking water quality.  
  • Maintains close liaisons with the Maintenance Manager and the Laboratory Division.
  • Assists the Plant Manager in the identification, coordination and commissioning of all capital development projects and serves as a project team leader in reviewing and providing recommendations towards terms of reference, technical drawings and specifications for all ongoing developments.
  • Assists with the development of the operations and process related budgets.
  • Performs the duties of the Plant Manager (WT) or Maintenance Engineer (WT) as required.
  • Performs other related duties as assigned, including 24-hour Direct Responsible Management.

Qualifications

  • Degree in engineering, chemistry, or microbiology. A graduate degree with a thesis in a related field would be considered an asset.
  • Possession of, or ability to obtain, a Class IV Water Treatment Operator certificate.
  • Four to six years’ progressive management, engineering and water treatment experience.
  • Considerable knowledge of corporate safety practices, procedures and policies, including the Saskatchewan Occupational Health and Safety Act and Regulations.
  • Ability to communicate effectively, orally and in writing.
  • Ability to plan, coordinate and direct the work of technical and operational staff.
  • Ability to work both independently and effectively in an interdisciplinary group environment.
  • Ability to establish and maintain effective working relationships.

Weekly Hours: 36.67 


Salary Range: $103,316.64 to $121,263.84 CAD per annum (2026 rates)
