Duties
The position is located within the OASAM Civil Rights Center(CRC). This position performs a wide variety of duties relating to the management and delivery of administrative services for the agency including budgetary and financial execution, space and IT management, procurement, training, and operational support services. Major duties for this position include but are not limited to: Monitor the effectiveness of administrative functions in terms of mission accomplishment and application of quality and quantity standards. Analyze functional requirements to integrate long-term human capital, administrative systems, functional capabilities, and processes. Initiate transfer of funds and provide periodic review and analysis to ensure completion of mission requirements. Develop, manage, and track spending plans for travel, training, supplies, and other expenditures related to personnel. Oversee and lead special projects and studies. Develop solutions or alternatives to issues or problems and recommend courses of action. Monitor the day-to-day administration of the contracts. Execute receipt and acceptance documents, and review and approve invoices. Maintain a complete file for each contract (e.g., reports, approvals, certifications, telephone/email records, memorandums of record, and/or correspondence) to facilitate contract review, evaluation, and closeout. Coordinate, communicate, and ensure cooperation among the contractor, CO, and associated government personnel, to anticipate and resolve difficulties, and ensure satisfactory completion of the contract. Maintain relationship with the contractor in the interest of procurement integrity as well as sound contract management. Work with clients and customers to assess needs, provide information or assistance, resolve problems, and to satisfy expectations. Utilize the micro-purchase program to procure goods and services.
Qualifications
You must meet the Specialized Experience to qualify for Administrative Specialist, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-13. Qualifying specialized experience for this position includes all the following: Experience developing and overseeing the implementation of strategic plans, budgets, and project schedules for program operations, ensuring alignment with organizational goals, efficient resource allocation, and timely completion of key initiatives. Experience analyzing program operations and performance data to identify areas for improvement, and provide actionable recommendations that enhance efficiency, strengthen processes, and improve overall program effectiveness. Experience utilizing Microsoft Office Suite (Outlook, Word, Excel) and/or other scheduling and data management tools to track program activities, analyze information, and apply technology-driven solutions to streamline workflows and improve system performance.
