Job Description

The Buyer III is a senior member of EC’s centralized Purchasing team, leading complex procurement strategies, negotiations, and vendor relationships across major company projects. This role drives proactive sourcing of materials, equipment, and services, including prefabricated and kitted items through advanced planning, category management, alignment with master agreements, and integration with Prefab, project, and field teams. The Buyer III optimizes cost efficiency, mitigates risks, ensures vendor performance and compliance (including federal considerations where applicable), and mentors junior team members to support departmental growth and project success.

Duties and Responsibilities include the following:

1. Lead negotiations with vendors, in collaboration with the Purchasing Director, to establish competitive pricing, terms, conditions, volume incentives, and master agreements.

2. Develop and execute multi-project sourcing strategies, category plans, coordinated buyouts, and volume discount programs to maximize savings and performance.

3. Qualify, evaluate, and manage key vendor relationships; conduct performance reviews, drive continuous improvements, and resolve escalated issues.

4. Oversee high-value, high-complexity, or specialized procurements, including job-specific negotiations for extended-duration needs, major equipment, services, or federal-related requirements.

5. Review and approve major Purchase Orders, including analysis of bills of materials, budgets, bids, specifications, submittals, and project-specific Terms & Conditions.

6. Analyze spend data, market trends, and vendor compliance across projects to identify cost-saving opportunities, risks, and process improvements.

7. Mentor and provide advanced guidance to Buyer II, Buyer I, Purchasing Assistants, Material Handlers/Logistics personnel, and other team members on procurement best practices, negotiations, Prefab coordination, compliance considerations, strategic sourcing, and on-site material handling/distribution expectations.

8. Collaborate with Prefab, project teams, and leadership on forecasting, work package alignment, integrated supply chain planning, and early preconstruction involvement.

9. Coordinate with Quality Control teams (including any Federal QC Specialists) on material specifications, submittals, compliance documentation, and post-award verification to ensure procured items meet project, regulatory, and quality standards.

10. Resolve complex vendor, invoice, delivery, material distribution, or Prefab-related issues; interface with senior stakeholders, Accounts Payable, and external parties as needed.

11. Support Purchasing Director on departmental initiatives, policy development, training programs, and process enhancements.

12. Ensure procurement activities align with company policies, industry standards, and relevant regulations, including familiarity with federal requirements (e.g., FAR/DFARS) for applicable projects.

13. Perform additional duties as directed by Purchasing Director.

14. Other duties as assigned.
