About the Department

The City of Liberty is seeking a dedicated and experienced Operations Manager to lead our Animal Control Division. This position is responsible for overseeing all animal control and shelter operations, ensuring the safety and health of the community while promoting humane care and treatment of animals. The ideal candidate is a strong leader with a passion for public service, animal welfare, and team development. This position involves both office and field work, including exposure to animals of varying temperaments, outdoor conditions, and potentially hazardous situations. On-call availability is required.

Position Duties

  • Provide full management oversight of Animal Control and Shelter operations, including supervision of staff and daily activities.
  • Develop staff schedules, assign work, maintain attendance records, and manage on-call rotations for emergency response and court appearances.
  • Train, mentor, and evaluate employees; address performance issues and recommend disciplinary actions when necessary.
  • Ensure compliance with all applicable local, state, and federal laws, ordinances, and safety regulations.
  • Oversee volunteer recruitment, training, and engagement to support shelter operations and adoption programs.
  • Manage fleet and equipment use, including preventive maintenance, procurement processes, and vendor coordination.
  • Conduct routine inspections of operations; identify issues and recommend improvements to upper management.
  • Oversee field and shelter operations including:
    • Impounding stray or lost animals
    • Responding to animal-related emergencies and complaints
    • Investigating animal cruelty and nuisance cases
    • Enforcing animal control ordinances and issuing citations
  • Ensure humane care of animals, including basic treatment, transport to veterinary services, and implementation of approved behavioral and calming techniques.
  • Assist or coordinate euthanasia procedures in accordance with established guidelines when necessary.
  • Manage the division budget, including expenditures, purchasing, and cost control.
  • Serve as liaison with other city departments, external agencies, and the public.
  • Attend City Council meetings and deliver presentations or reports as required.
  • Promote community education initiatives, including responsible pet ownership and adoption programs.
  • Respond to public inquiries, provide educational outreach, and represent the division in community engagement efforts.

Minimum Qualifications

  • 5 years of progressively responsible experience in animal control, shelter operations, law enforcement, or related field, including past leadership or supervisory experience.
  • Knowledge of animal behavior, handling techniques, and humane care practices.
  • Familiarity with applicable laws, codes, and regulations related to animal control.
  • Strong leadership, communication, and organizational skills.
  • Equivalent to a high school diploma or G.E.D.
  • Veterinary Technician training/certification preferred.
  • National Animal Control Association training preferred.
  • Ability to handle sensitive situations with professionalism and sound judgment.
  • Valid driver’s license and ability to respond to emergencies on an on-call basis.

A typical starting salary is $75,641.00/year, but will be determined at the point of offer. NO RESIDENCY REQUIREMENT
