DESCRIPTION 

Temporary employees serve in various roles at our central offices and in school-based roles such as substitutes, coaches, advisors, lunch and recess monitors, home and hospital teachers, and clerical support. 

 

Under the direction of the Executive Director, Human Resources and the Coordinator, Recruitment and Hiring, the Supervisor, Temporary Services will oversee the team responsible for the recruitment, hiring, onboarding, training, and management of all temporary employees. The Supervisor will evaluate existing systems and practices and identify efficiencies and process improvements to ensure documented and consistent processes. Additionally, the Supervisor will be responsible for developing and implementing ongoing substitute teacher training, creating resources for school-based temporary employees in the Temporary Services Canvas community, and providing leadership to the system-wide use of the Frontline Absence Management System. The Supervisor will be the primary point of contact for all HCPSS schools and departments regarding the hiring and management of temporary employees. 

 

The ideal candidate for this role will be experienced in change management and utilize exceptional customer service and interpersonal skills to understand and address the needs of all stakeholders in the hiring and management of temporary employees. This role requires a keen eye for both the big picture and the critical details, and the ideal candidate excels in process improvement and identifying efficiencies to create a consistent, effective temporary services lifecycle. 

 

MINIMUM QUALIFICATIONS 

 

A combination of education and experience may be considered. 

 

Education: 

  • Bachelor's degree from an accredited college or university 

 

Experience: 

  • Three years of professional experience in education, human resources, or a related field, which includes experience holding leadership roles or leading programs or projects.  

 

PREFERRED QUALIFICATIONS 

 

  • Demonstrated long-range planning and project management experience.  

  • Three years of experience in a PreK-12 public school system.  

  • Two years of supervisory experience with two or more direct reports. 

  • Experience managing employee performance including conflict or dispute resolution. 

  • Experience developing and delivering training to adult learners.  

  • Experience applying labor law and human resources best practices to recruitment and hiring. 

  • Experience using Workday Recruiting or a similar applicant tracking system.  

  • Experience using online absence management systems within a PreK-12 public school system. 

 

ESSENTIAL POSITION RESPONSIBILITIES

  • Provides leadership to all Temporary Services functions by developing, implementing, evaluating, and revising procedures for the recruitment, hiring, onboarding, and training of temporary employees.  

  • Engages with school-based and central office leadership to support all Temporary Services needs. Supports the Temporary Services team in hiring temporary employees as needed. 

  • Serves as the administrator of the Absence Management System, including training substitutes and school-based users, providing oversight for allocation of daily building substitutes, and ensuring accurate reconciliation of substitute jobs for the school system. 

  • Develops and implements ongoing, robust professional learning for substitutes, including in-person training and the maintenance of resources through the Temporary Services community in Canvas learning management system. 

  • Serves as the manager of the supervisory organization in Workday to which temporary employees without an assigned location report. Provides guidance on the use of sick and safe leave, responds to questions about job responsibilities, and provides resources and ongoing training and support as needed 

  • Supervises and evaluates human resources personnel within the Temporary Services team and performs other managerial functions. 

  • Reviews and vets all candidates for temporary employment prior to hire and approves the hire or makes decisions when candidates are not eligible for hire.  

  • Conducts due process for temporary employees, as necessary.

ADDITIONAL REQUIREMENTS 

 

Working Hours 

This position will require occasional evening hours for recruitment events or other events to support the larger Human Resources team

SELECTION CRITERIA 

 

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.  

 

EMPLOYMENT INFORMATION 

 

Compensation 

This is a 12-month per year position in the Howard County Association of Supervisors and Administrators-Administrators, Non-Certificated Supervisors (HCASA-NCS) employee unit. The current salary range for this position is Grade II on the Non-Certificated Supervisors salary scale. Step placement within this lane will be in accordance with the salary procedures of the Howard County Public School System and the HCASA-NCS Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.  

 

Telework Program 

This position is eligible to participate after the first 60 working days of employment. Telework schedules will be subject to approval and determined by the department and/or supervisor.  

 

Retirement 

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary

All employees, regular and temporary, must be fingerprinted, have a criminal background investigation completed, and successfully complete the Maryland Employment History Review, pursuant to Section 6-113.2 of the Education Article, Annotated Code of Maryland. In addition, some positions will require completion of a physical examination and/or drug testing.
