Job Description
Summary: The Workforce Group, a LEMOINE company, is seeking highly organized and mission-focused Situation Unit Leader (SITL) to support emergency operations under the Office of Human Services Emergency Preparedness and Response (OHSEPR). This role ensures real-time monitoring, tracking, and communication of critical developments across Emergency Response Centers (ERCs) or other operational sites. The Incident Specialist plays a central role in maintaining situational awareness, coordinating timely information flow, and supporting leadership with actionable insights during complex humanitarian incidents.

These emergency response centers function 24/7 with shifts lasting up to 12 hours, necessitating flexible scheduling and extended hours to meet operational demands.

Location: Varies by Deployment (Emergency Response Center or Designated Site)

Duties and Responsibilities:

  • Tracking and reporting critical operational developments, including client surges, staffing shortages, behavioral health escalations, and site disruptions.
  • Maintain accurate and timely significant incident reports, incident logs, and shift handover documentation to support continuity of operations.
  • Collaborate with site leadership to ensure visibility of significant incidents requiring escalation or intervention.
  • Monitor trends and compile data to identify operational risks, safety concerns, and response gaps.
  • Support emergency briefings, inter-agency coordination meetings, and field communications by sharing up-to-date incident summaries.
  • Ensure incident-related information is clearly documented and communicated in accordance with federal guidelines.
  • Assist with developing after-action review inputs and incident debrief summaries.
  • Uphold a high level of discretion, urgency, and professionalism in managing sensitive information.
  • Perform other job-related duties as assigned.

Qualifications, Knowledge, Skills, and Abilities: Bachelor’s degree in Emergency Management, Public Administration, Human Services, or a related field is required.​ Minimum 3 years of experience in emergency operations, incident response, or humanitarian logistics is strongly preferred.
  • Highly proficient in documenting, analyzing, and communicating operational incidents in time-sensitive environments.
  • Strong knowledge of FEMA’s National Incident Management System (NIMS) and ICS frameworks.​
  • Prior experience in state or federally coordinated emergency or humanitarian response is strongly preferred.
  • Bilingual fluency in English (Spanish, Farsi, Dari, Pashto and/or Arabic) is strongly preferred. 
  • Completion of required FEMA ICS (Incident Command System) trainings is mandatory prior to deployment.
