Duties

Reviews a variety of pay authorization documents, determines entitlements and amounts, and processes a wide variety of pay entitlement actions which start, stop, and adjust payments made to military service members.,Reviews source, substantiating and supporting pay authorization documents to ensure completeness, propriety, authentication, accuracy, and compliance with applicable regulations, policies, and precedents.,Enters pay transactions into the organizations automated military pay system.,Researches the transaction and makes corrective action when required.,Screens documents to ensure processing action is required and that the documents are completed correctly and completely.,Reviews a wide variety of completed pay actions, which have been rejected from the automated system and determines corrective action.,Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications

GS 5 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-4) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experienced with pay or financial procedures; troubleshooting and resolving discrepancies within automated financial systems. GS 6 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: using automated payroll systems to process pay actions, researching and making necessary corrections to resolve problem pay actions, and experience processing a wide variety of pay actions which require carrying out different and unrelated steps and procedures to resolve pay problems of different specialties. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-5, applicants must have served 52 weeks as a GS-4 or higher in the Federal service. To be considered for the GS-6, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. ** To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level. Examples of qualifying SF-50s include: Within-Grade Increase (WGI) Promotion Any SF-50, if its effective date allows a specialist to calculate 52 weeks of service. (The effective date is in the upper-right corner of the SF-50)** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-5 Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements when the education is directly related to the position being filled. As a condition of employment, you may be required to serve a during which we'll evaluate whether your continued employment advances the public interest. The evaluation will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment advances agency or governmental goals; and whether your continued employment advances the efficiency of the Federal service. At the end of the probationary period, your employment will be terminated unless you receive certification that your continued employment advances the public interest. This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
