The organization is seeking an experienced Product Manager to lead product strategy and execution within this team. This role will work closely with stakeholders across policy, operations, technology, and end-user communities to ensure that system improvements and product decisions align with real-world needs and constraints.
Key Responsibilities
- Serve as the Product Manager, providing strategic leadership and direction across cross-functional teams including policy, operations, and technology.
- Define and own the product vision aligned with organizational goals, regulatory requirements, and measurable outcome targets.
- Establish, track, and report on Key Performance Indicators (KPIs) tied to user and operational outcomes (e.g., improved retention, reduced process failures, increased automation success rates).
- Drive prioritization decisions using a combination of user research, data analysis, compliance requirements, and technical feasibility.
- Engage stakeholders across all levels, presenting insights, trade-offs, and recommendations in clear, decision-ready formats.
- Translate user needs, operational challenges, and policy requirements into product roadmaps, prioritized backlogs, and detailed acceptance criteria.
- Partner with engineers, designers, analysts, and subject matter experts to deliver features from concept through launch and post-launch evaluation.
- Convert research insights, journey maps, and service blueprints into actionable product and technical improvements.
- Ensure all product changes meet applicable compliance, accessibility, privacy, and security standards.
- Promote agile, iterative ways of working and support adoption of modern product management practices.
- Mentor team members and build internal capability in product management and delivery practices.
- Adhere to organizational policies related to security, change management, and project governance.
- Maintain flexibility to support extended hours when necessary.
Requirements
Minimum Qualifications
- At least 7 years of experience as a Product Manager.
- Minimum 3 years of experience in complex, highly regulated, or large-scale environments (e.g., healthcare, financial services, enterprise systems).
- At least 2 years in a product leadership role, owning product vision, roadmap, and prioritization across cross-functional teams.
- Proven experience delivering a digital product or feature end-to-end, from discovery through implementation, with measurable outcomes.
- Demonstrated ability to navigate complex environments with overlapping legal, operational, and technical constraints.
- Strong experience defining product vision, success metrics, and managing backlogs and roadmaps.
- Experience using both qualitative research and quantitative data to inform decisions.
- Proven track record delivering products using iterative, incremental methodologies.
- Strong skills in workflow mapping, requirement definition, and translating business needs into user stories and acceptance criteria.
- Excellent communication skills with the ability to engage executive, technical, and operational audiences.
- Ability to collaborate effectively across multidisciplinary teams.

- Experience mentoring or training teams in product management practices.
- Knowledge of accessibility standards and inclusive design principles.
- Relevant certifications (e.g., CSPO, SAFe, or equivalent).
