Job Description

Position Title: Technical Manager / SME – Economic and Financial Analysis

Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.

Clearance: Favorable NACI (minimum); ability to obtain installation access/CAC as needed.

Purpose / Customer Benefit: Performs rigorous economic, business case, alternatives, and life-cycle cost analyses that compare options and identify the most beneficial course of action for facility and infrastructure investments.

Key Responsibilities:

  • Conduct economic analysis, business case analysis, alternatives analysis, and life-cycle cost analysis.
  • Compare multiple alternatives for meeting a given need and recommend the most beneficial course of action.
  • Integrate Real Property, utility, and mission data into financial models and recommendations.
  • As Technical Manager: Develop standardized analysis templates and oversee quality of all economic deliverables.

Minimum Qualifications:

  • Bachelor's degree in Economics, Finance, Business Administration, Engineering, or related field (Master's or relevant certification such as CCE/A or PMP preferred).
  • Minimum 5 years of experience performing economic or life-cycle cost analyses for DoD or Federal facility/infrastructure projects.
  • Proficiency in economic analysis tools, OMB Circular A-94, and life-cycle costing methodologies.
  • Strong quantitative and modeling skills (Excel, @Risk, or similar).
  • Must maintain IAT Level I and favorable NACI.

Success Metrics:

  • Analyses accepted and used to support funding or investment decisions.
  • Clear, defensible recommendations that optimize resource allocation.
