SUMMARY
The Business Development Liaison supports Arc Human Services’ mission by expanding employment opportunities and strengthening community partnerships that lead to meaningful work for individuals receiving services. This role serves as the primary liaison with the Office of Vocational Rehabilitation (OVR) and helps ensure that referrals, timelines, documentation, and service coordination are completed accurately and on time. In addition to managing OVR-related case activity and compliance responsibilities, the Business Development Liaison identifies and develops relationships with employers, community organizations, and local partners across the communities AHS serves. The position plays an active role in connecting individuals to supported employment and small group employment opportunities, supporting service quality, and promoting Arc Human Services as a trusted provider and partner.
ESSENTIAL DUTIES AND RESPONSIBILITIES
OVR Coordination, Referral Management, and System Timelines
· Oversees OVR caseload activity by reviewing incoming referrals, confirming eligibility considerations, assessing staffing availability, and assigning cases appropriately.
· Ensures required timelines are maintained within the CWDS system and that reports and related documentation are completed accurately and submitted in a timely manner.
Stakeholder Liaison & Partnership Development
· Serves as the primary point of contact with OVR counselors, maintaining consistent communication to strengthen referral flow, support active cases, and promote Arc Human Services’ employment services.
· Cultivates & develops new partnerships and community connections with employers and organizations willing to support supported employment and small group employment opportunities.
Community Engagement and Outreach
· Actively participates in external outreach efforts by connecting with chambers of commerce, rotary clubs, and other community organizations to build relationships that support employment opportunities, event participation, and potential grant involvement.
· Presents educational information to business partners and assisting with recruiting for job and resource symposiums and other community projects as needed.
Service Knowledge, Compliance, and Training Requirements
· Maintains a working knowledge of applicable Pennsylvania regulations and guidance related to OVR and ODP initiatives, bulletins, and regulations.
· Maintains required professional credentials and trainings established by funding sources, including ACRE certification and/or Discovery and Customized Employment certification, and ensures compliance with ongoing training expectations.
Discovery, Customized Employment, and Direct Support as Needed
· Provides (as needed) Discovery and Customized Employment services.
· Provides (as needed) direct job coaching supports when service needs require additional support.
Documentation, Reporting, and Invoicing
· Develops, submits, and maintains required documentation, reports, and invoices per funding source requirements and timelines.
· Ensures service records are accurate, complete, and compliant with billing standards.
Other Duties as assigned
· Additional duties may be assigned as needed to support program operations, service quality, partnerships, and organizational priorities.

WORK ENVIRONMENT This job operates in a professional office environment and community based settings. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

POSITION TYPE / EXPECTED HOURS OF WORK This is a full-time position, and hours of work and days are Monday through Friday, 8:00 a.m. to 4:00 p.m. Evenings and weekends availability is required.
TRAVEL
Travel is expected for this position. Will travel to and from office to provide direct supports and job development duties.
