Kingdom of Saudi Arabia Electronic Security System Manager (ESSM) II contract.
V2X GTS has a requirement for a CONUS-based Program Manager in support of the Electronic Security System Manager (ESSM) II program in Saudi Arabia. The PM focuses on overall program management, as well as steady state program control and reporting (monthly/quarterly), with predictable surges around PMRs/phase-out and reports directly to the V2X-GTS Defense Training Director. The successful candidate must be a United States citizen, with proof of citizenship and a Secret clearance. Standard work week is five (5) days per week for up to eight (8) hours per day.
Description:
• Ensures Task Order compliance with all contractual requirements and deliverables in the form of reports, databases, briefings and Contract Data Requirements Lists (CDRLs) / Data Accession List (DAL).
• Ensures collaborative USG engagement and the alignment of mutually beneficial objectives and goals.
• Maintains oversight of visa and clearance compliance, training plan and inventory, Contractor Logistics Support (CLS) performance reviews / biweekly status reports, quarterly Program Management Reviews (PMRs) and phase‑out planning.
• Responsible for adherence to all scheduled timelines, milestones, schedules and administrative requirements to include on-time delivery of reports, data products, billing invoices, and action team completion.
• Responsible for the oversight of the in-country Subcontractor staff.
• Responsible for the collaborative assessment, development, and delivery of all CDRLs.
• Maintains oversight of planning and execution of specific equipment procurements and maintenance, and other related activities (Risks Management/Mitigation & Quality Assessments/Audits).
• Ensures that specifications, standards and practices are enforced, and the quality of all products and services are maintained at acceptable levels as required by the contract.
• Provides customer assistance and advice in a proficient and professional manner.
• Provides effective and responsive management of Subcontractors related to Customer/End User satisfaction and the professional and ethical behavior of all contract personnel.
• Manages & coordinates program requests for resources and reviews recurring cost and funding reports.
• Ensures timely problem identification and development of corrective action plans impacting the contract performance.
• Other duties as directed by the V2X Defense Training Director.
Working Environment:
• Must be willing to periodically travel to the Southwest Asia region, Saudi Arabia, Kuwait, Qatar and the UAE.
• Applicants will be required to work in compliance with OSHA and V2X Safety policies and procedures.
• Must possess a Secret Clearance and be able to obtain a Top-Secret Clearance, if required.

Education/ Certifications:
*Ten-years 'related experience may be substituted for one year of education, if degree is required.
• Bachelor’s degree (subject immaterial) required. Graduate degree at an accredited institution is preferred.
Experience:
• Minimum 5 years’ experience managing and leading projects, preferably with experience managing programs or projects in OCONUS locations; specifically in Saudi Arabia.
• Government contract background in developing and implementing complex programs.
• It is preferred that the candidate has served in a tactical and/or strategic assignment supporting Southeast Asia.
• Proven organizational and management skills.
• Proven problem-solving skills and ability to timely implement new solutions.
• Fundamentally computer literate to include (but not limited to) using a personal computer, perform word processing, perform database input, access electronic publications, access the world wide web, brief and debrief software, and fill out electronic forms and grade sheets.
• Ability to support periodic travel.
Skills & Technology Used:
• Fluent and skilled in project management, contracting, USG interface, and contract financials.
• Strong communication and interpersonal skills are required.
• Must be able to work overtime as required.
• Project Management Institute (PMI) or similar management certification recommended.
