About the Department

The City of Jersey City is looking for a Director of Transportation Planning to lead the Division of Transportation Planning. Under supervisors’ direction, the Transportation Planning Director has complete charge of, supervises, and administers all technical work involved in the planning, design, and/or operation of the City's public modes of transportation. The Transportation Planning Division works closely with the Traffic Engineering Division to advance design and operations to advance policy and goals of Vision Zero, multi-modal mobility to support the public. The Division serves as the lead on key documents and initiatives including the Vision Zero JC Implementation, Transportation Master Plan, Bike Master Plan and various grant funded safety projects. Position Duties

Job Duties:
• Develops and supervises the development of comprehensive transportation plans.
• Supervises the conduct of studies and surveys and/or, directs consultants conducting technical studies involving
transportation planning.
• Supervises the mirk operations and/or functional programs and has responsibility of effectively recommending
the hiring, firing, promoting, demoting and/or disciplining of employees.
• Coordinates transportation planning activities with other state and local planning efforts.
• Establishes and maintains liaison and cooperative working relationships with other agencies and interested parties
involving planning matters and issues.
• Conducts and participates in meetings with government officials and other interested parties.
• May assist in the preparation of fiscal documentation and the monitoring of expenditures related to
transportation planning projects.
• Assigns work, supervises and coordinates the activities of planning personnel engaged in various planning tasks.
• Reviews and interpret complex statistical and other planning data.
• Prepares and supervises the preparation of correspondence in the course of official duties.
• Reviews and analyzes technical reports prepared by consultants.
• Supervises the preparation of contracts for transportation planning activities.
• Supervises the analysis of data involving transportation operations and facilities.
• Supervises the preparation of environmental documents associated with transportation planning projects.
• Supervises the preparation of technical reports that assess the social, economic and land use consequences of
transportation projects.
• Prepares and supervises the preparation of dear, sound, accurate and informative transportation and other
planning reports and studies containing findings, conclusions and recommendations.
• Supervises the establishment and maintenance of records and files.
• Will be required to lean to utilize various types of electronic and/or manual recording and information systems
used byte agency, office or related units.
• Performs other duties as assigned.

Minimum Qualifications

Required Educational/Experience Background: Applicants must meet one of the following or a combination of both experience
and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
Eight (8) years of professional experience in municipal, county, regional, or state planning, one (1) year of which shall have included
supervisory responsibilities; including or supplemented by twenty-one (21) semester hour credits in professional planning subjects
such as the principles of land use planning, history of city planning, planning project design, and planning law and administration.
OR
Possession of a bachelor's degree from an accredited college or university including or supplemented by twenty-one (21) semester
hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project
design, and planning law and administration; and four (4) years of the above-mentioned professional experience, one (1) year of
which shall have included supervisory responsibilities.
OR
Possession of a master's degree in planning from an accredited college or university; and three (3) years of the above-mentioned
professional experience, one (1) year of which shall have included supervisory responsibilities.

of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to
act according to one's own judgment and make accurate and informed decisions.
Required License:
• Appointees will be required to possess license as a Professional Planner, issued by the New Jersey State Board of
Professional Planners.
• Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle,
rather than employee mobility, is necessary to perform the essential duties of the position.
