Gateways Hospital and Mental Health Center, located in Los Angeles, is a non-profit organization that provides an array of comprehensive mental health services for Children, Adolescents, Transitional Aged Youth, and Adults suffering from mental illness in the Greater Los Angeles area. The organization consists of a standalone fifty-five (55) )-bed hospital and six outlying outpatient facilities that have anywhere from fourteen (14) beds to one hundred and thirty-four (134) beds. The organization has approximately four hundred (400) employees.



 



SUMMARY OF POSITION



The Payroll Manager is responsible for overseeing all payroll operations for Gateways Hospital and Mental Health Centers, ensuring accurate, timely, and fully compliant payroll processing for clinical and non-clinical staff across multiple programs. This position manages Paycom payroll/timekeeping administration, maintains HRIS data integrity, and ensures compliance with California labor laws, hospital wage-order rules, and collective bargaining agreements when applicable. The Payroll Manager partners closely with HR, and Finance to support a 24/7 hospital environment that will be expanding from the current 400 + employee population.



 



ESSENTIAL DUTIES




  • Manage full-cycle payroll processing in Paycom. Supervise Payroll Specialist in the completion of payroll related tasks including timecard review, pay rule validation, differentials, shift premiums, retroactive pay, wage garnishments, and off-cycle requests.

  • Apply California labor regulations, including Wage Order 5, daily overtime and double-time, meal/rest period penalties, shift premiums, and holiday pay.

  • Administer hospital-specific pay practices such as weekend/holiday differentials, per diem rate rules, and union pay structures.

  • Maintain and configure Paycom system settings, pay codes, and timekeeping rules; ensure accurate HRIS data.

  • Interpret and apply provisions of union bargaining agreements, including seniority, step progression, premium structures, mandated overtime rules, meal/rest period provisions, and retroactive pay obligations.

  • Collaborate with Finance on payroll-to-GL mapping, reconciliations, labor distributions, and month-end close activities.

  • Prepare and oversee payroll-related reporting, including labor cost analysis, overtime reporting, staffing compliance, and audits.

  • Ensure timely and W-2 processing, ACA reporting (1095-C), and state/federal compliance requirements.

  • Respond to employee inquiries regarding pay, timekeeping, and deductions with accuracy and professionalism.

  • Train managers and supervisors on payroll/timekeeping policies, Paycom workflows, and compliance with CA labor regulations.

  • Develop, document, and implement payroll policies, SOPs, internal controls, audit procedures, and process improvements.

  • Serve as a primary support to the Vice President of Finance for payroll-related matters during internal and external audits, ensuring audit readiness, documentation accuracy, and timely response to audit requests.

  • Support the Vice President of Finance in maintaining strong payroll internal controls, reconciliation standards, and compliance practices aligned with hospital financial reporting and audit requirements.

  • Performs other additional tasks as directed.



 



ESSENTIAL SKILLS




  • Strong knowledge of California wage-hour law, including Wage Order 5 (Hospitals), daily/weekly overtime, meal/rest period rules, and premium pay requirements.

  • Expertise with Paycom payroll and time & labor systems, including configuration, troubleshooting, and reporting.

  • Ability to interpret and apply complex union contract provisions.

  • Strong analytical and reconciliation skills with the ability to perform detailed variance analysis.

  • Exceptional attention to detail and accuracy in a high-volume, deadline-driven payroll environment.

  • Excellent communication and customer service skills when working with employees, supervisors, and clinical leadership.

  • Ability to manage confidential information following HIPAA and organizational standards.

  • Proficiency in Excel, including pivot tables, v-lookups, and audit tools.

  • Strong leadership, coaching, and team development capability.
