The State of Nebraska Department of Health and Human Services is seeking a team player with great analytical skills and attention to detail to join our Office of Economic Assistance (OEA) - Finance Team as a Federal Aid Administrator II.

The Federal Aid Administrator II coordinates allocations of federal funds available to local units of government, ensuring efficiency and compliance with federal laws and regulations in the use of those funds; supervises record maintenance of grants; performs related work as required.

The Federal Aid Administrator II:

  • Plans and participates in various phases of the grant management process, such as monitoring and budgeting of funds to ensure rules and regulations are complied with.
  • Analyze and process invoice requests and provide initial approval for payment to subrecipients, contractors, and others using the DHHS system.
  • Track and maintain status information on contracts, grants, and projects for purposes of contract management and managing program budgets and funding requests.
  • Maintain Program compliance with agency policies and processes and federal regulations and guidance regarding contracts, grants, financial management and payments.
  • Research and answer questions from contractors, subrecipients, program staff and others regarding fiscal requirements, funding, payments, and other financial-related issues.
  • Provide technical direction in the preparation of all grant documents and reports to ensure compliance with federal regulations, including the preparation of quarterly and annual financial reports for the grant.
  • Plans and conducts fiscal reviews of federal program fiscal activity and produces written reports regarding findings or recommendations.
  • Reviews statutes, rules, and regulations associated with agency projects to determine their application to fiscal and grants management practices.
     
  • Assists agency staff in maintaining and updating various federally funded activities and in writing extensive activity and progress reports.
     
  • Other duties as required.

Hiring rate:  $23.367 per hour – non-exempt

Work Schedule:  Monday – Friday; 8:00 AM – 5:00 PM

Dress Attire: Business Casual

Location: Lincoln – Nebraska State Office Building


 

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in business administration, accounting, or other appropriate curriculum, plus two years of significantly related work experience, or a combination of education and experience equivalent to the above requirements. Experience can be substituted for education on a year-for-year basis.

Preferred Qualifications:

  • Knowledge of benefit programs such as SNAP, Childcare Subsidy, and TANF.

  • Experience with Grants, budgets and audits. four years’ experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work.

Other: Valid driver's license or the ability to provide independent authorized transportation for work-related travel.

Knowledge, Skills, and Abilities

  • Excellent communication skills and ability to partner with a variety of people are required. Must have basic math, strong computer, excel experience, keyboarding, organization, and interpersonal skills.
  • Ability to read, understand, apply, and explain complex regulations and policies. Experience with grants, budgeting and research. Experience in community engagement and presenting.
