Reporting to the Director of Rehabilitation Hospital,
M-8, the Deputy Administrator Veterans Home, M-3 will be the Licensed Nursing
Home Administrator of the Skilled Nursing Facility (SNF) and Transitional Care
Unit (TCU) and will perform the following the duties:
• Function as the
administrator-of-record for the facility and coordinate federal and State regularly
survey processes to ensure continued facility accreditation.
• Maintain
operational responsibility for all aspects of the SNF and TCU program
development and implementation, legislative and regulatory compliance, policy
development, case mix and census management, capital and operational
expenditures, operation of physical plant, and strategic plans.
• Operational
oversight in a matrixed leadership organizational structure, in conjunction
with nursing and therapy leadership, of SNF and TCU service lines. Provide
leadership, guidance, and oversight to subordinate staff, and intervene and
resolve problems as necessary. Identify training needs and review performance
ratings of all personnel.
• Oversee
compliance and policy related staff assignments as related to SNF and TCU
service lines in Nursing, Therapy Services, Information Technology Services,
Nutritional Services, Facility Management, Admissions, Case Management,
Utilization Management, and Patient Financial.
• Investigate
resident complaints and ensure that issues are resolved, and residents’ needs
are provided for. Ensure compliance with resident rights policies and work to
resolve resident grievances.
• Administration,
management, and coordination of all departments to ensure quality care. Review
program data from all departments and implement quality improvement activities
to improve care provided to the residents. Meet with department heads to
receive status updates and implement updated policies and procedures for the
SNF and TCU.
Hospital at meetings with the Department of Health and the control agencies
regarding the Hospital’s proposed budget and
the Hospital’s position at such meetings. Provide representation for Hospital
at Board of Visitors
and liaises with Health Facilities Management for approvals as appropriate.
• Authorize the
expenditure of all funds and approve the purchasing of all necessary equipment,
supplies, foodstuffs, etc.; authorizes expenditure for construction and
maintenance of buildings and physical plant.
Requirements
MINIMUM QUALIFICATIONS/COMPETENCIES:
Possession of a New York State nursing home
administrator license, and six years of professional health care experience,
three of which must have been in an administrative position* at a skilled
nursing facility.
PREFERRED QUALIFICATIONS/COMPETENCIES:
Clinical
degree in nursing, allied health, or related healthcare field preferred
(Master’s degree preferred).
Demonstrated
knowledge of CMS regulations, NYS DOH requirements, and survey readiness
processes. Proven success leading facilities through NYS DOH surveys with
minimal deficiencies. Strong experience in quality improvement (QAPI),
infection prevention oversight, and resident safety initiatives.
