About the Department
Serves as Assistant District Maintenance Engineer (ADME) assisting the District Maintenance Engineer with planning, programming and coordinating District-wide Maintenance programs. Coordinates the operational plans and schedules activities related to the District ED8 and 12 year Sign Replacement organizational units including providing technical advice, as well as administrative and management assistance, as necessary. Provides direction and oversight to employees engaged in operational work and ensures that performance, quality, safety and cost effectiveness goals are achieved while adhering to all SCDOT policies, procedures, rules and regulations. Serves as liaison between District Traffic Engineering staff and organizational unit involving sign and pavement marking improvements.
Investigates highway related problems and customer complaints while providing technical assistance to Resident Maintenance Engineers. Makes recommendations for action by maintenance forces and ensures follow through. Meets with property owners, public and elected officials as necessary to resolve complaints and problems. Assists District Maintenance Engineer (DME) in reviewing, implementing, and evaluating roadway and bridge maintenance programs in District 4. Serves a District Liaison providing technical expertise, and develops and conducts organizational instructor lead training of Highway Maintenance Management System (HMMS) and future Enterprise Asset Management System (EAMS) systems. Conducts reviews of HMMS records and data for completeness and accuracy. Reviews include activity accomplishments comparison, maintenance cost distributions, outstanding work and roadway cost summaries.
Assists DME in the impletion of goals and general oversight of the district’s 12-year sign replacement program and reviews sign installations for compliance with current standards. Serves as liaison between District Traffic Engineering staff and organizational unit involving sign and pavement marking improvements. Develop and manage a critical path database of completion timelines for district-wide inspection activities associated with Engineering Directive 8 (Road Inspections) and Engineering Directive 42 (Inspection and Maintenance of Guardrail, Cable Barrier, and Crash Attenuators) to ensure that asset inspections are performed in accordance with departmental guidelines and compliance schedules.
Develop a comprehensive road asset inventory and condition assessment program to document asset quantities, identify deficiencies, and track maintenance history for district-wide optimization. This district-wide database shall cover key infrastructure assets, including signage, drainage, pavement markings, and guardrail features. Perform routine audits of county databases and assists in pre-Quality Maintenance Team (QMT) audits for every maintenance unit. Conducts routine job site inspections to ensure quality assurance of operations, and that work zones are following all applicable Federal and State safety policies and guidelines. Mobilizes and directs employees during emergency situations such as storms, ice and snow conditions, road and bridge failures, major traffic events, etc. as required to manage district operational responses. Performs other related duties as assigned.
Position Duties
A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and six (6) years of engineering or construction management work experience; or an approved acceptable equivalence. A motor vehicle operator’s license is required.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
