JOB FUNCTIONS AND KEY RESPONSIBILITIES:

Engineering Excellence leads a high-impact, cross-functional team that serves as the backbone of Targa’s Engineering & Construction organization. This role owns company technical standards/training, the full-cycle employee development program, GIS, Drafting/Design, Project Controls, and the identification/execution of AI and digital initiatives that drive real efficiency gains in design, construction, commissioning, documentation, and data management. This person translates complex technical topics into clear, actionable language for our E&C team as well as operations, executives, and commercial teams alike; builds strong personal relationships across the company; and creates an environment where people grow, standards are lived (not just documented), and new ideas move from concept to reality at speed.

Key Responsibilities:

·       Own the development, implementation, and continuous improvement of Targa technical standards, CAD/drafting specifications, survey standards, and engineering best practices across all midstream disciplines (piping, civil/structural, electrical, I&C, process, integrity, pipeline, etc.).

·       Lead the company’s developmental program: recruit, onboard, mentor, and accelerate interns/graduate engineers and technical analysts/specialists through structured rotations, technical training, and meaningful project assignments that build both competence and company loyalty.

·       Provide strategic and day-to-day leadership to the GIS, Drafting/Design, and Project Controls teams, ensuring high-quality deliverables, data integrity, drawing standards, cost/schedule accuracy, and seamless support to all capital projects and operations.

·       Champion AI and digital transformation initiatives from an Engineering & Construction perspective—identify and drive use cases in automated drafting, predictive modeling, intelligent document review, GIS analytics, project controls automation, QA/QC, training & development, and data-driven standards optimization.

·       Hire, train, mentor, and develop direct reports and team members; conduct regular performance evaluations and provide constructive feedback.

·       Foster a collaborative, safe, compliant, and high-performance culture by promoting knowledge-sharing, continuous improvement, and innovation.

·       Facilitate career development and succession planning through coaching, training, and development programs.

·       Address performance issues with coaching, counseling, and progressive discipline when necessary.

·       Assign tasks, set clear expectations, and ensure consistent follow-through on deliverables.

·       Develop and implement continuous improvement (CI) initiatives targeting safety, quality, cost, schedule, and process efficiency.

·       Align team goals with broader company strategy and support strategic initiatives across engineering and construction.

·       Drive innovation by embracing new technologies, methodologies, and industry best practices (especially AI/ML applications).

·       Manage department budgets, approve expenditures, track cost performance, and optimize resource allocation across projects and initiatives.

·       Lead regular team meetings, communicate priorities, and represent the Engineering Excellence function in cross-functional and senior-leadership settings.

·       Collaborate closely with Operations, Integrity, Construction, Commercial, and EHS to ensure standards are practical, constructible, and add measurable value.

MINIMUM ESSENTIAL QUALIFICATIONS: 

·       Bachelor’s degree in engineering (Mechanical, Chemical, Civil, Petroleum, Electrical, or related) from a 4-year accredited university.

·       10+ years of progressive experience in midstream/oil & gas engineering, design, or construction, including at least 5 years in a leadership or people-management capacity.

·       Demonstrated working knowledge of midstream technical standards, codes, and regulations (API, ASME B31.3/4/8, DOT 49 CFR 192/195, NFPA, etc.).

·       Strong background in at least two of the following areas: GIS/ArcGIS, CAD/drafting standards (AutoCAD/CADWorx), project controls (cost, scheduling, forecasting), or talent development programs.

·       Excellent written and verbal communication skills with proven ability to translate complex technical concepts for non-technical audiences (operations, commercial, executives, regulators).

·       Ability and willingness to travel to field locations and offices as needed (approximately 25%).

PREFERRED QUALIFICATIONS:

·       Direct experience implementing AI/ML tools or digital transformation programs in an engineering or construction environment.

·       Prior responsibility for a developmental engineering/intern/graduate program.

·       Proficiency with key platforms used by the teams: ArcGIS Pro/UPDM, AutoCAD/CADWorx/Plant 3D, Power BI, Primavera P6 or MS Project, Maximo, SharePoint, and document management systems.

·       Track record of building high-performing engaged teams and earning a reputation as the “go-to” leader who is both technically sharp and personally approachable.

·       Passion for mentoring early-career engineers and turning them into the company’s future technical leaders.
