ISN is seeking a Deputy Program Manager (DPM), who will be assigned to a client site in Winchester, VA. As a DPM, you will assist a federal agency in overseeing and conducting investigation case information and preparing relevant reports based on information gleaned using your critical and analytical skills. Your skills will be used to monitor reports that federal agencies can use to determine an applicant’s worthiness for employment, access to federal facilities, and immigration benefit. Ultimately, you will be supporting programs within the United States and its defense against foreign and domestic threats to our nation’s security. 


Job Responsibilities:

The DPM will assist with primary technical and managerial interface between the Contractor, the CO, the COR, and Government management personnel and shall be responsible for overall day-to-day Contract performance that meets the SOW requirements by supervising, organizing, directing, and managing Contractor personnel. The DPM will develop and evaluate methods to accomplish functional objectives and provide process and / or system improvement recommendations where warranted. As appropriate, the DPM will be proactive in monitoring day to day workflow, eliminate queue bottlenecks and will expedite priorities identified by Government staff. The DPM shall facilitate Government and Contractor communications and ensure a high level of performance and service across Government locations where contracted services are provided and shall develop and provide monthly status reports (MSRs) to the COR and CO. DPM will serve as the Program Manager (PM) in PM’s absence and will coordinate manpower and resources to fulfill the requirements of the SOW. 


Minimum Requirements:

  • Same PM or lead functional responsibilities and requirements (below for PM responsibilities).
  • Serve as PM in the PM's absence, or when the position is temporarily vacant.
  • Coordinate manpower and resources.
  • Ensure quality control programs are implemented and enforced consistently.
  • Serve as PM’s delegate in daily operations and liaison with government POCs 
  • Active Top-Secret Clearance
  • Bachelor's degree or three (3) or more years of experience applying knowledge of administrative principles, practices, and techniques; as well as experience contained within this job description
  • PMP Certification is a plus but not required


PM Responsibilities:


  • Proficiency in program management and leadership
  • Demonstrate proficiency in utilizing routine computer applications, including but not limited to: Microsoft Office (Word, Excel, PowerPoint, and Internet Explorer), Google Chrome, and services that operate utilizing these software packages
  • Must have skills in oral presentations and communication of instructions concerning data analysis, and in writing reports or documents that convey the findings/results of data analysis to non-technical audiences
  • Must have excellent interpersonal skills and the ability to inform and communicate effectively with staff who have various backgrounds and personality types
  • Must ensure operational coverage for all critical areas to meet the requirements and priorities as identified by government (client) leadership
  • Work collaboratively with the COR and other leaders to define and execute all reports and other deliverables
  • Analyst position knowledge, skills, and abilities
  • Provides research and threat analysis and production support
  • Develops information and technical support documents, summaries, reports, presentations, and other designated products in support of the customer's information and technical support requirements; and under certain circumstances, presents briefings to personnel designated by the customer
  • PM must be skilled in evaluating and developing methods to accomplish functional objectives
  • PM will be the primary conduit between Contract staff and Government personnel
  • PM must be appropriately skilled to perform routine analytical, administrative, and record-keeping tasks
  • Analytical tasks are of moderate complexity predominately involving assessment of written documents 
  • Support the contract that all personnel be able to produce written summaries and reports in accordance with all applicable governing legislation, executive orders, and government policies in addition to other Government identified pertinent documents and guidelines with quality and timeliness
  • Personnel shall also be capable of utilizing, a variety of records systems and computer applications. Critical that all personnel already possess basic computer knowledge and navigation capabilities.
