Annual Salary Range:
Contract Administrator I: (B26) $76,530 - $129,430
Contract Administrator II : (B28) $92,600 - $156,612

Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties for Contract Administrator I:
- Develops short and long-term strategies and goals for the administration of assigned contracts.
- May conduct training on complex contracting issues of statewide significance.
- Negotiates contract renewals and amendments.
- Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and
expenditures. - Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewide
contracting programs. - Oversees development, writing, revision and/or preparation of highly complex contracts, amendments, subcontracts,
procedures, forms, related documents and provisions, financial/statistical graphs and reports. - Oversees maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs statistics or
specific contracts including procurement documents and revisions; oversees writing of routine and unique correspondence. - Oversees the administration of complex agreements and contracts.
- Oversees the audit of payment invoices for completeness, accuracy and compliance with terms of contract and governmental
contracting rules, regulations and procedures. - Performs other job responsibilities as assigned.
Essential Duties for Contract Administrator II (In addition to the above):
- Develops and monitors the section/branch budget.
- Coordinates the training of new professional and/or technical contract staff.
- Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
- Oversees the creation of audits, researches and identification of problems with proposals, contracts, contractors or
lettings and proposes solutions. - Provides advanced technical and administrative support to include reviewing, processing, answers questions, provides
assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants. - Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical
training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage;
and presenting workflow and operational updates to the supervisor/manager.

Minimum Qualifications:
Education:
Bachelor's Degree in business administration, finance, or a related discipline.
Experience:
Contract Administrator I: 6 years* Contract Administrator II: 7 years*

Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle.

- Administrative practices and procedures to include writing, editing and report writing techniques, recording meeting
notes, record keeping and records management - Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objections and goals
- Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
