Job Description

Location:  JBSA Lackland (Situational telework) 

Clearance:  TS/SCI 

Education:  BA/BS (or an AA/AS and additional 4 years of work-related experience) 

Outcomes: 

The successful candidate is expected to accomplish the following outcomes during the first year in the position:  

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. 

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. 

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. 

  • Master position tasks within 60 days and exceed requirements within 90 days. 

Responsibilities: 

The Data Science Advisor Journeyman supports the (DSA) Department of Air Force, JBSA – Lackland, Insider Threat (DAF InT) Program, an organization and program that that develops and integrates forward-looking technologies to enhance the DoW worldwide mission, maturing its architecture of hardware, software, and advanced intelligence problem solving. The DSA supports the use and advancement of data analytical processes and techniques within the operational and technical aspects of the DAF InT program of operations.  

The successful candidate is a Data Scientist in the making who can perform data engineering, data visualization, and data analytic tasks, with a forward-lean into data science, artificial intelligence, and machine learning. The DAF  I In T is not AI/ML enabled as of today. But the DSA will assist the program in reaching defined goals and objectives.  The DSA will assist in growing and implementing digital solutions in support of mission needs.

Per PWS section 1.3.10.11, Consulting Support, and Labor Category descriptions for Data Engineering and Data Scientist on page 74-75, specific responsibilities include, but are not limited to: 

  • Provide skilled data analytics and data science techniques to support current state operations 

  • Collaborate with, assist, and supplement the work of team data engineers to access, integrate and preprocess data for analysis purposes in order to produce data analytics, visualizations, and insights.. 

  • Collaborate with stakeholders to understand domain-specific data and requirements for analysis. 

  • Perform data cleansing and preprocessing to ensure data quality and integrity. 

  • Implement data mining and exploratory data analysis (EDA)techniques to uncover hidden trends and correlations.  

  • Analyze complex datasets using statistical analysis and produce various visualization outputs to enhance data driven decision-making. and  extract insights and discovery of patterns. 

  • Develop predictive models for forecasting, anomaly detection, and risk assessment. 

  • Create data visualizations to present findings and insights. 

  • Apply generative AI prompt engineering techniques to unstructured data analysis, research, and course of action development.  

  • Communicate findings and recommendations to supported clients and stakeholders through reports, presentations, and data storytelling. 

  • Stay current on data Governance, privacy concerns and litigations, security and ethical guidelines, and advise and make recommendations to the benefit of the government. 

  • Assist and advise on development and  implementation of future Minimum Viable Products (MVPs) and digital solutions in support of the mission.     

Qualifications: 

The candidate must have the following qualifications: 

  • Minimum of five (5) years of work-related experience. 

  • Of those 5 years,  at least 4 years of work-related experience supporting a component of the DoW 

  • Proficiency in Python and Structured Query Language (SQL). 

  • Experience in the following:  Data Engineering, Data Analytics, and creating data driven solutions. 

  • Experience in at least 2 of the following:  Data Wrangling, Machine Learning, Database Management, Cloud Computing, Amazon AWS, and Data Governance. 

  • Experience in at least 2 of the following: developing forecasts, anomaly detection, and risk assessments.. 

  • Experience documenting the following:  presentations, processes, and standard operating procedures (SOPs). 

  • Ability to evaluate and synthesize multiple sources of information to clearly inform and advise on courses of action that consider various outcomes to the technical and non-technical audiences. 

  • Excellent writer and communicator of technical information. 

The following qualifications are desired: 

  • Advanced proficiency in Microsoft Office Software, specifically Visio and PowerPoint  (desired) 

  • Minimum of 2 years of experience in a data science or related field. (desired) 

  • Proficiency in Java, C++, other programming languages (desired). 

  • Experience with AF administrative processes (preferred)  

  • Knowledge of various DoW systems, data platforms, DITMAC, reportable thresholds (preferred). 

  • Knowledge of DoW and DAF Insider Threat Policies & Regulations, Data Governance best practices, data-related laws, regulations, and policies (preferred). 

Desirable Certifications (not required but highly desirable): 

  • Data Science Council of America (DASCA) or Open Certified Data Scientist (Open CDS)  

  • Certified Analytics Professional (CAP)  

  • SAS Certified Professional: AI and Machine Learning, SAS Certified Advanced Analytics Professional (preferred), And/or SAS Certified Data Scientist  

  • DataBricks Certified Data Engineer Professional (CDAP) 

  • PMI Certified Program Manager in Artificial Intelligence (CPMAI) 

  • PMP 

Travel:  Some travel involved, less than 10%.
