Job Description

Salary Range: $107,644.28/yr. - $140,433.67/yr.

 

Job Summary:

The Elder Care Administrator is responsible for full operational leadership of the Adult Foster Care homes, including staffing, resident care oversight, compliance, and overall environment. Ensures consistent, high-quality service delivery while maintaining accountability, structure, and performance across all homes.

 

Essential Functions:

  • Establishes daily operational structure and expectations of all staff.
  • Coordinates and directs all Elder Care Program operations in accordance with policies and procedures, ensuring program is compliant with regulatory requirements.
  • Maintains a strong, visible presence in each home.
  • Builds and maintains a culture of accountability, respect, and consistency.
  • Ensure staff understand expectations for professionalism and resident care.
  • Develop and monitors annual department budget. Ensures all financial and administrative records are properly maintained
  • Develop and manage all staffing schedules to ensure consistent coverage.
  • Address call-outs, attendance issues, and staffing gaps immediately.
  • Implement and maintain structured staffing rotations to ensure fairness and consistency.
  • Ensure all residents receive personal-centered respectful care.
  • Oversee implementation and accuracy of resident care plans.
  • Monitor resident condition changes and ensure appropriate response.
  • Address resident concerns, complaints, and service gaps.
  • Ensure daily engagement opportunities and meaningful activities.
  • Promote dignity, independence, and quality of life in all interactions.
  • Ensure proper medication storage, security, and handling practices.
  • Monitor medication and treatment administration processes for accuracy and safety.
  • Ensure documentation is complete, accurate, and timely.
  • Identify and correct documentation errors or inconsistencies.
  • Ensure confidentiality and protection of resident information.
  • Ensure homes are clean, organized, and safe at all times.
  • Oversee kitchen operations, food quality, and meal consistency.
  • Monitor sanitation practices and infection control measures.
  • Ensure outdoor areas are safe, maintained, and accessible.
  • Address maintenance concerns promptly and proactively.
  • Conduct routine internal audits of operations, documentation, and environment.
  • Identify operational gaps and implement corrective action plans.
  • Track trends in staffing, resident satisfaction, and service delivery.
  • Ensure continuous improvement in all areas of operation.
  • Maintain readiness for external review and inspection at all times.
  • Provide consistent updates to administrative leadership and Tribal liaison.
  • Act as liaison between on-site staff and leadership stakeholders.
  • Maintain clear communication with residents, families, and staff.
  • Onsite minimum days a week, on call 24/7 for emergency needs when unavailable will designate a person in charge.
  • Performs a variety of other duties as assigned by supervisor.

 

Supervisory:

  • Provides day-to-day supervision of staff in accordance with Tribal Laws, policy, and procedures.
  • Provides real-time coaching, direction, and corrective guidance.
  • Conducts performance evaluations and corrective actions as needed.
  • Provide hands-on training and competency validation.
  • Ensures the hiring, training, promoting, assigning, disciplining, and discharging of employees are in accordance with Tribal Law, including without limitation, the Tribal Employment Rights Ordinance (TERO).
  • Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations.
  • Serves as a mentor, as requested, for Tribal career development.

 

Education, Experience, and Licenses:

  • Associates Degree in Health Care Administration, Business Administration or a healthcare related field required.
  • Requires five (5) years’ experience in Adult Foster Care, Assisted Living, or Residential Care.
  • Requires a minimum of five (5) years’ management or supervisory experience in a health care related setting.
  • OR equivalent combination of education, training and experience.

 

Driving Requirements:

  • Employees may be required to drive for work-related purposes and must maintain a valid Oregon

Driver’s License (ODL), meet company vehicle insurance requirements, and provide proof of personal vehicle insurance.

 

Qualifications, Registrations, and Certifications:

  • Requires strong leadership, communication, and problem-solving skills.
  • Requires knowledge of aging, and death and dying process.
  • Ability to manage multiple priorities and respond to dynamic situations.
  • Ability to maintain consistent operational structure and staffing coverage.
  • Ability to demonstrate a strong leadership presence daily.
  • Ensure high levels of resident satisfaction and engagement.
  • Ability to maintain organized, compliant, and safe environments.
  • Ability to hold staff accountable to performance and care standards.
  • Ability to drive continuous improvement across all Adult Foster homes.
  • Current CPR/First Aid Certification required within 90 days of hire.
  • Knowledge of and sensitivity to Native American culture required.

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Continually required to wear plastic/latex gloves and safety shoes. Required to handle soiled laundry.
  • Occasionally required to wear safety glasses and are exposed to compressed gases and detergents.
  • Occasionally requires lifting of up to 35 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan. 
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
