The Code Compliance Official performs responsible technical work in enforcing Cary's Minimum Housing and Unsafe Structures Ordinance and assisting citizens with post-construction issues. Additionally, they perform difficult administrative and compliance work in the enforcement of Cary’s Nuisance Codes, Code of Ordinances, Zoning Codes and Land Development Ordinance (LDO). Code Compliance Officials work includes considerable public contact in dealing with contractors, homeowners, the public, and other Cary staff.
Work is performed under the regular supervision of the Code Compliance Manager.

Position Duties
- Conduct on-site inspections to identify violations of housing, safety, nuisance, zoning, and land development regulations. Examples under Cary’s LDO and Code of Ordinances include junk and rubbish, overgrown vegetation, front yard parking, illegal signs, junk vehicles, graffiti, unsafe structures, sidewalk obstructions, and sight obstructions.
- Investigate complaints and respond to citizen concerns regarding code violations
- Research property history, construction records, and related documentation
- Communicate with property owners, contractors, and residents to explain violations and compliance requirements
- Share information about housing programs and refer residents to appropriate resources
- Evaluate alternative materials and methods for code compliance
- Collaborate with internal departments to address complex or multi-faceted cases
- Manage code enforcement cases, including documenting records, preparing reports, and maintaining correspondence.
- Issue notices of violation, citations, and orders to achieve compliance; perform follow-up inspections as needed
- Coordinate and participate in hearings; present findings, issue orders for corrective action, including minimum housing repairs or demolitions when required.
- Testify in legal proceedings related to code enforcement cases
- Provide guidance and training to staff on inspection practices, documentation, and communication
- Perform other related duties as assigned
Minimum Qualifications
- Knowledge of building construction methods, materials, and inspection practices
- Knowledge of and ability to interpret and apply local, state, and federal codes, including the Land Development Ordinance and the Code of Ordinances.
- Knowledge of effective code enforcement techniques and practices
- Ability to identify code violations, substandard conditions, poor workmanship, inferior materials, and potential safety hazards, including fire and structural risks
- Ability to read and interpret plans, specifications, and technical documents, and compare them to field conditions with accuracy
- Working knowledge of affordable housing programs and resources, including applicable state and federal requirements and Section 8 housing standards
- General knowledge of landscape design principles and commonly used plant materials
- Strong recordkeeping and organizational skills
- Effective communication and interpersonal skills, including the ability to engage with property owners, contractors, and the public while exercising firmness and tact
- Ability to exercise sound judgment, discretion, and fairness in enforcement activities
- Ability to manage workload, set priorities, and handle multiple cases efficiently
- Strong problem-solving skills, including the ability to evaluate complex situations, identify solutions, and implement effective actions to achieve compliance
- Proficiency with computers and related systems, including GIS
Other Qualifications
Any combination of education and experience equivalent to graduation from a community college with an associate’s degree in building construction, planning, public administration or related field and considerable experience in building construction or inspection work.
PREFERRED QUALIFICATIONS
- Possession of North Carolina Department of Insurance Level I certification in two or more inspection disciplines- building, plumbing, electrical or mechanical.
- Probationary certifications in two or more trades may be accepted in lieu of standard specifications.
- Some experience in code enforcement, including minimum housing, nuisance, zoning, or land development regulations.
PHYSICALREQUIREMENTS:
Employee must be able to talk, hear and see, and must be able to grasp objects. Work includes the ability to communicate with the public and the physical ability to conduct inspections while construction is in progress. Employee must be able to walk to inspect possible violations and observe issues in the field. Visual acuity is necessary to read and write handwritten and typewritten materials and view a computer.
SPECIALREQUIREMENTS:
- Requires a valid driver’s license with an acceptable driving record.
- Work to obtain certification by the North Carolina Department of Insurance as a standard level I building, plumbing, electrical and mechanical inspector.
- Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
