Duties

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. As an Supervisory IT Specialist (Cybersecurity), you will: Provide technical guidance and analysis on cybersecurity matters to inform leadership decision making by federal and private-sector senior officials as they pertain to the financial services sector. Coordinate interagency and cross-sector working groups to advance Treasury cybersecurity goals and objectives regarding protection of the nation's financial services sector. Develop internal goals, objectives, priorities, and plans to advance OIA's role in the Treasury's cyber mission regarding cyber/ critical infrastructure protection of the nation's financial services sector. Partner with financial regulators and other federal stakeholders and partners to continuously improve the oversight and outreach programs that drive strong cybersecurity practices in the financial sector. Develop and lead sector-wide responses to and recovery from critical infrastructure-level incidents. Cultivate and leverage relationships with other cybersecurity experts in the public and private sectors, and among financial and non-financial organizations.

Requirements

Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI). Must be eligible for Sensitive Compartmented Information (SCI) access. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience for the GS-15: you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as: - Leading cybersecurity working groups or committees with Intelligence Community (IC) federal or private-sector stakeholders to drive strategic initiatives, coordinate annual work plans, and deliver mission-critical analysis; AND - Directing the development, integration, and implementation of cybersecurity policies, procedures, standards, or systems governing IT security and access management; AND - Ensuring compliance with applicable cybersecurity policies, standards, and risk management frameworks; AND - Overseeing continuous evaluation of system security posture, including monitoring operations, threat and risk assessments, and workforce cybersecurity awareness to strengthen organizational resilience; AND - Applying cybersecurity principles and controls including operational, technical, and managerial controls across the full system development life cycle to ensure secure system design, deployment, and sustainment. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
