Health, Safety & Environment (HSE) Specialist – Preservation & Maintenance Facility

 

Work Schedule:

 

6:00 am – 3:00 pm CST Monday - Friday

 

Job Description:

 

The HSE Representative serves as the single-point accountable HSE role for the Gulf of America (GOA) Preservation and Maintenance Facility (PMF), providing fieldbased HSE leadership to support safe, compliant, and reliable operations across warehouse, maintenance, and facility activities.

 

This role partners directly with PMF Operations to execute and continuously improve the Operational Management System (OMS) through strong Management System Work (MSW), disciplined risk management, and effective OE assurance. The position ensures hazards are systematically identified, risks are mitigated, and controls are verified through field engagement and assurance activities aligned with Incident Free Operations (IFO) expectations.

 

Key responsibilities include:

 

  • Oversight of ThirdParty Services
  • Execution of Emergency Management requirements
  • Issuance and governance of permits to work
  • Monitoring compliance with OSHA and regulatory standards.
  • Leads OE assurance activities such as field verifications, observations, audits, and performance reviews to confirm operational risks are being managed as intended and OMS requirements are embedded in daily work.
  • Leads monthly safety meetings and facilitates learning-focused OE discussions to reinforce expectations, share lessons learned, and address emerging risks. The HSE Specialist has authority to initiate and lead ad hoc safety standdowns when needed to address incidents, nearmisses, unsafe conditions, or changes in risk profile.
  • Coordinates with regional and functional HSE teams to align OMS execution, resolve systemic issues, and deploy enterprise HSE and OE initiatives.
  • Success in this role requires strong coaching and influencing skills to strengthen OE behaviors, mentor frontline personnel, and positively influence a diverse workforce and contractor base toward consistent IFO performance.

 

Required Qualifications and Experience:

  • Relevant years of industry experience in HSE, operations, maintenance, warehouse, or industrial facility environments
  • Demonstrated experience executing Management System Work (MSW), OE assurance activities, ThirdParty Services oversight, Emergency Management, and permittowork systems
  • Strong working knowledge of OSHA regulations and regulatory compliance in industrial or warehouse environments
  • Proven ability to coach and mentor others, influence diverse operational and contractor stakeholders, and reinforce OE behaviors and Incident Free Operations (IFO)
  • Experience leading safety meetings, facilitating safety standdowns, and maintaining strong field presence
