The North Central Texas Economic Development District (NCTEDD) of the North Central Texas Council of Governments (NCTCOG) is seeking an Economic Development Coordinator.
This position is responsible for managing projects, programs, and initiatives of the Economic Development division with an emphasis on leading the Texas Regional Broadband Program (TRBP) efforts which are important to regional economic development. TRBP is a 3-year digital access improvement project aimed at strengthening the ability of regional Councils of Governments (COGs) to lead digital opportunity initiatives and support local broadband planning. This position manages all project planning, stakeholder collaboration, resource mapping and cataloging, and tracking and reporting required metrics. This role will lead all efforts to communicate with and engage the region to collect feedback, develop digital opportunity strategies with performance metrics, and provide required monthly and quarterly progress reports.
In addition, this position will serve as a coordinator to the North Central Texas Economic Development District (NCTEDD) in the implementation of plans, projects, programs, initiatives, and communications that support economic development for local governments, school districts, higher education organizations, nonprofits, businesses, and other regional organizations. Other duties may include producing written correspondence, charts and reports for projects and providing professional support to the assigned department or committee. This position performs complex professional administrative and policy analysis work.
Other responsibilities include:
- Leads and manages NCTCOG’s participation in the statewide Regional Digital Access Specialist (RDAS) initiative by coordinating development, refinement, and submission of regional digital opportunity strategies, goals, and implementation activities in alignment with Texas Area Regional Council (TARC) and Comptroller of Public Accounts (CPA) Broadband Development Office requirements.
- Coordinates and executes regional stakeholder outreach and engagement activities—including convenings, site visits, and collaboration with local governments, community organizations, and anchor institutions—to gather input, support digital inclusion efforts, and advance regional broadband access, adoption, and digital literacy goals. Collects and organizes related data and resources and ensures timely submission of all required RDAS reports, engagement documentation, and performance updates to maintain program compliance.
- In Year 1 of the TRB Program: develops a 16-county Regional Digital Opportunity Plan to include: (1) asset mapping, needs assessments, gap analyses, and stakeholder engagement; (2) establishing regional governance structures, advisory committees, and partnerships; (3) aligning regional strategies with statewide broadband and digital opportunity goals.
- In Years 2 and 3 of the TRB Program: (1) prioritizes regional strategies identified in the Regional Digital Opportunity Plan; (2) supports implementation-ready activities, including convening partners, coordinating, initiatives, and catalyzing regional action; (3) strengthens partnerships and advancing measurable outcomes related to digital opportunity, adoption, individual broadband projects, literacy, and access; and (4) demonstrates successful outputs and outcomes, including a minimum of three documented examples of regional impact by the conclusion of the Program.
- Over the course of the 3-year TRBP, tracks, documents, and reports program activities and deliverables on a monthly basis by preparing and submitting required Monthly Activity Reports in accordance with contract requirements. Additionally, prepares and submits Quarterly Performance Reports in full compliance with Texas Regional Broadband Program (TRBP) reporting and monitoring requirements.
- Throughout the 3-year TRBP term, works with internal Agency staff to prepare and submit reimbursement requests with an accompanying Quarterly Performance Report that documents activities performed and outcomes achieved, and includes sufficient supporting documentation to verify that all costs are reasonable, allowable, and directly tied to eligible activities.
- Works in line with the Economic Development division’s vision and goals for the 16-county region by supporting programs, projects, and initiatives. Works on behalf of the federal Economic Development Administration (EDA) to advance a locally driven, regionally coordinated economic development planning process that engages public, private, and nonprofit stakeholders. This includes supporting regional planning efforts, stakeholder engagement, and the development and ongoing update of the Comprehensive Economic Development Strategy (CEDS) for the 16-county NCTEDD region.
- Provides high-level technical assistance to local governments, school districts, higher education institutions, nonprofits, businesses, and regional partners in identifying, developing, and submitting competitive Economic Development Administration (EDA) grant applications to advance regional economic development projects. In addition to EDA grants, works to assist local partners in securing funding through other federal and state agencies when possible.
- Under the Texas Regional Broadband Program and Economic Development, leads the development, analysis, and dissemination of program materials to support regional broadband and economic development initiatives. Coordinates strategic communications in alignment with management and key stakeholders, and facilitates collaboration with internal teams, public agencies, local jurisdictions, community partners, and the private sector. Tracks and reports on project progress, outcomes, and budget expenditures, ensuring timely and accurate distribution of project updates and performance information.
- Researches and identifies alternative funding sources at the state and federal levels, as well as through philanthropic foundations, to support and expand program activities, and document potential opportunities, eligibility requirements, and application timelines.

Required Education & Experience:
- A Bachelor’s degree or 9 years equivalent experience in lieu of a degree
- Master’s degree in Public Administration, Financial Management, or related field is preferred.
- Minimum of 3 years of experience in direct field of business management or related field.
- Preference for an individual with 5 years of public sector experience; experience in economic development preferred.
Compensation:
- FLSA: Exempt
- Starting Salary: $72,883.06 - $94,747.97 depending on skills, qualifications and experience.
Officing:
- This position is in-office 4 days per week.

An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
