    Director of Human Resources

    Job Summary

    The Director of Human Resources provides strategic leadership and operational oversight for all human capital functions in a high-poverty Title I school district. This role is responsible for designing and implementing equitable recruitment, hiring, retention, and employee relations systems that support student success through a high-quality workforce. The Director ensures compliance with all federal, state, and local regulations while fostering a culture of professionalism, accountability, and service.

    This position serves as a key advisor to district leadership on personnel matters including employee discipline, certification, labor relations, and organizational development.

    Minimum Qualifications

    • Master's degree in Human Resources, Business Administration, Public Administration, Education, or a related field required
    • Minimum of four (4) years of progressively responsible experience in human resources, business, education, or organizational leadership
    • Knowledge of applicable state and federal laws and regulations, including employment law, certification requirements, and immigration compliance
    • Arizona DPS Fingerprint Clearance Card required
    • Demonstrated excellence in customer service, communication, and organizational leadership 

    Preferred Qualifications

    • Administrative or supervisory experience in a public sector or educational setting
    • Arizona Department of Education (ADE) Administrative Certification, or ability to obtain, for educational alignment 

    Core Responsibilities

    Human Capital Leadership & Operations

    • Direct and manage all human resources functions, ensuring confidentiality, compliance, and operational efficiency
    • Design and implement systems that promote equitable recruitment, hiring, and retention of highly qualified staff
    • Oversee day-to-day HR operations including personnel records, reporting systems, and compliance monitoring 

    Recruitment, Hiring & Staffing

    • Lead the full-cycle recruitment process for certified and classified staff using applicant tracking systems (e.g., Applitrack)
    • Develop and implement strategies to address staffing shortages, particularly in hard-to-fill positions common in rural/Title I settings
    • Ensure hiring and selection procedures comply with EEOC, ADE, and federal/state regulations
    • Oversee substitute teacher programs to ensure consistent instructional coverage 

    Employee Relations & Compliance

    • Serve as the district's primary advisor on employee discipline, investigations, and conflict resolution
    • Interpret and apply policies, procedures, and collective bargaining agreements to ensure consistency and fairness
    • Represent the district in Level III grievance proceedings
    • Ensure compliance with certification requirements and coordinate with ADE on emergency or alternative certifications 

    Policy Development & Organizational Support

    • Develop, implement, and evaluate HR policies, procedures, and training programs aligned to district goals
    • Provide training and guidance to administrators and supervisors on HR best practices and legal compliance
    • Support labor relations efforts and serve as a resource to both district leadership and bargaining units 

    Equity, ADA & Employee Support Services

    • Coordinate and oversee the district's ADA compliance and reasonable accommodation processes
    • Conduct site visits and serve on ADA review committees
    • Promote equitable access to employment opportunities and support inclusive workplace practices 

    Systems & Data Management

    • Supervise HR systems and data management, including training staff, generating reports, and improving system functionality
    • Utilize data to inform decision-making, workforce planning, and program evaluation 

     

     

    Benefits & Employee Services

    • Oversee administration of the district's self-funded health insurance program and employee benefits
    • Manage employee support programs including teacher housing, recognizing the unique needs of rural and high-poverty communities 

    Supervision & Leadership

    • Supervise HR staff, including hiring, training, evaluation, and performance management
    • Establish clear expectations, assign responsibilities, and ensure accountability for results 

    Additional Information

    This position plays a critical role in supporting the district's mission to serve students in a high-poverty Title I community. The Director of Human Resources must demonstrate cultural responsiveness, adaptability, and a commitment to building a strong, stable workforce that meets the needs of all students.

    TERMS OF EMPLOYMENT

    Twelve (12) month administrative contract

    SALARY

    Placed on the Governing Board Approved Administrative Salary Schedule based on education and experience

    EVALUATION

    Performance will be evaluated annually in accordance with Governing Board policy
