Job Overview

Callaway County Emergency Management is accepting applications for a full-time Emergency Management Planner position. The starting salary for this position is $50,000 - $64,000 annually ($24.04 - $30.77 per hour), commensurate with experience, and comes with a full benefits package, including two retirement programs, free health insurance, paid vacation/sick/holiday time, free life insurance policies, and much more. The normal office hours for this position are Monday through Friday from 8:00am to 4:30pm. However, this position is expected to be on call 24/7 in the event of activation of the Emergency Operations Center, severe weather, emergency or disaster operations, resource deployments, etc.

This position operates under standard business hours; however, emergency management functions require flexibility beyond a typical schedule.


The Emergency Management Planner is considered an essential employee and must be available for duty outside of normal working hours, including nights, weekends, and holidays, in support of emergency incidents, disasters, special events, and Emergency Operations Center (EOC) activations.


Response to after-hours callouts may be required with little or no notice.


Minimum Qualifications


  • Bachelor’s degree in emergency management or related field or Three or more years of related experience. A comparable amount of education and experience may be substituted for the minimum requirement.
  • Knowledge of emergency management principles and the National Incident Management System (NIMS)Strong organizational, analytical, and written communication skills
  • Ability to work effectively under pressure and manage multiple priorities
  • Proficiency with Microsoft Office and general computer systems

Responsibilities

Job Overview:


This full-time position supports the County Emergency Management program with a primary focus on the development, coordination, and maintenance of all-hazards emergency response plans.  The position also assists with preparedness initiatives, exercise coordination, and interagency planning efforts, and serves in an operational role during emergency activations.  The work is performed under the direction of the Emergency Management Director.


This position requires the ability to work in a fast-paced, multi-agency environment and adapt to evolving operational priorities.


Job Duties include, but are not limited to:


  • Develop, update, and maintain county emergency management plans, including the Local Emergency Operations Plan (LEOP), Continuity of Government, Continuity of Operations (COOP), Hazard Mitigation, and Recovery Plans
  • Coordinate with local agencies, municipalities, and partner organizations to support plan integration and special annex development
  • Assist with planning and coordination of exercises and training activities in accordance with HSEEP guidelines
  • Support After Action Report (AAR) development and corrective action tracking
  • Coordinate with facilities and partners on emergency planning requirements, including radiological and special population planning as assigned
  • Maintain awareness of applicable federal, state, and local regulations and ensure plans remain compliant
  • Participate on committees and in regional/state coordination efforts as assigned
  • Perform other duties as assigned


Emergency Operations Role


During Emergency Operations Center (EOC) activations, this position serves in a key operational role, typically functioning as the Planning Section Chief.


Responsibilities include:

• Collecting and analyzing situation reports

• Developing Incident Action Plans (IAPs)

• Tracking incident objectives and operational status

• Supporting documentation for response and recovery operations
