Summary:
Yorktown Systems Group is seeking a qualified OPFOR AIR Planner to support NATO’s Joint Force Training Center (JFTC) located in Bydgoszcz, Poland conducting training and exercises for the NATO Command Structure (NCS) and NATO Force Structure (NFS) to ensure operational ability and interoperability in a variety of environments.
The contractor will support the Training and Exercise Division (TED) delivery of combined and joint training and exercises. Mainly static and distributed, as well as single and multi-echelon, for tactical and operational level headquarters, staff and forces in the full spectrum of NATO operations. JFTC may assume the responsibility of the Officer Directing Exercise (ODE) for various exercises, i.e. NOBLE JOLT (NOJO), LOYAL LEDA (LOLE), LOYAL DOLOS (LODO). NOJO is a logistics and sustainment centric Computer Assisted Exercise/Command Post Exercise (CAX/CPX) that will train JLSGNP. LOLE and LODO are land domain tactical level Computer Assisted Exercises/Command Post Exercises (CAX/CPX) that will train relevant headquarters from the NFS in the Warfighting Corps role. Additionally, JFTC may support the NATO GEORGIA (NAGE) exercise/s.
Specific duties may include, but are not limited to:
The OPFOR AIR Planner Contractor is responsible to the Chief OPFOR and directly subordinate to the Deputy Chief OPFOR. He/she will oversee all aspects of the exercise planning and execution with the focus of Multidomain and especially focus on OPFOR AIR warfare planning. During the execution phase of the exercise, he/she will assist in the dynamic AIR OPS scripting necessary to enable the TA to achieve their TOs. The OPFOR AIR Planner will:
- Bring detailed experience of working at the NATO Joint tactical level.
- Employ detailed understanding and experience of the NATO Exercise Planning Process (EP as per Bi-SC 075-003) and Operational Planning Process (COPD, MC 0133/51) in preparation of NATO exercises.
- Provide Staff Officer (OF-3/4) level advice to JFTC personnel and assist in OPFOR Air campaign planning and inputs to Scenario and MEL/MIL. Supporting the development of Operational challenges at the tactical level, they will also assist with the development of exercise content and play in a dynamically changing environment.
- Provide advice to the JFTC OPFOR team in key EXCON positions to facilitate exercise planning, delivery and synchronisation of effects (thereby supporting consistency in exercise delivery).
- Support OPFOR activities throughout the execution with focus on dynamic OPFOR play and 24/7 exercise execution.
- Plan, develop and coordinate the conduct of dynamic OPFORin the AIR domain, allowing to execute freedom of manoeuvre.
- Assist the JFTC OPFOR team in analysing the TA’s training objectives (TOs) and set the conditions, from an OPFOR perspective, to meet their training objectives. If required, suggest options to resolve discrepancies with the OPFOR COAs to facilitate the achievement of TO’s.
- Support OPFOR product development phases.
- Develop of the OPFOR Resource Allocation Plan, the Airspace Coordination Order (ACO) and the Master Air Operations Plan (MAOP), which precedes the Air Task Order (ATO) in close coordination with AIRCOM.
- Contribute to the OPFOR Operational Design from an Air domain perspective.
- Contribute to develop specific OPFOR AIR SoM.
- Contribute to and develop the OPFOR AIR exercise framework.
- Develop OPFOR pre-scripting material.
- Provide support and advise to OPFOR & MEL/MIL WS for the scripting of Air domain incidents.
While providing deliverables, the Contractors shall:
- Collaborate with the Chief OPFOR, Scenario Lead and their respective superiors to establish coordination and production requirements.
- Collaborate with Modelling and Simulation (M&S) and Geospatial specialists to facilitate simulation requirements.
- Collaborate with other concerned NATO and allied organizations to coordinate OPFOR requirements.
- Understand the development necessary, with respect to OPFOR, to facilitate exercise design and training objective (TO) achievement.
- Assist in the coordination of Subject Matter Experts’ (SMEs) input.
- Assist in the development of the required OPFOR products.
- Assist in the development of OPFOR aspects of the baseline scenario.
- Assist in the preparation and execution of Main Event List /Main Incident List (MEL/MIL) events and scripting workshops.
- Assist in the development of OPFOR familiarization training.
- Develop and deliver various briefings/ presentations and products with OPFOR related content.
- Provide critical input in support of active lesson-learning.
- Archive and catalogue non-linear documentation.
Required Qualifications:
- Three years within the last six years of working experience in a A2, A3 or A5 staff element in NATO Command Structure or Force Structure HQ on tactical or higher level at the level of OF-3 to OF-5 or as a senior NCO/specialist.
- Demonstrated recent (within past five years) experience in working as OPFOR/ SITFOR AIR SME in a NATO Major Joint Operation exercise.
- Demonstrated recent (within past five years) knowledge and experience of OPFOR doctrine and concepts and its implementation in a simulation system.
- Demonstrated experience and/or knowledge (within past five years) of peer adversary, the contemporary threat environment and Russia’s military doctrine and TTPs on a wide range of NATO strategic, operational and tactical level military thinking, doctrine & concepts.
- Demonstrated recent (within past 5 years) knowledge and experience with NATO Setting 360.
- A native English language speaker or an individual presenting excellent command of spoken and written English, with a proven ability to communicate effectively orally and in writing at the level of (SLP) NATO STANAG 6001 - 3333 (Listening, Speaking, Reading and Writing).
Clearance: Must possess an active NATO or U.S. SECRET or higher security clearance.
Location: NATO Joint Force Training Centre, Bydgoszcz, Poland
Travel: CONUS and OCONUS travel will be required.
