Job Description

Position Overview

The Grants Management Specialist provides consulting and implementation support to state, local, and education (SLED) agencies administering federally funded programs. This role ensures compliance with 2 CFR Part 200 (Uniform Guidance), Build America, Buy America (BABA), and agency-specific federal requirements (e.g., DoD, FAA, FTA, CMS, FHWA, USDA, HUD).

This position supports the full lifecycle of grant-funded projects — from application through closeout — with a focus on procurement compliance, subrecipient oversight, financial controls, and audit readiness.


Key Responsibilities

  • Advise client agencies on federal grant compliance and procurement standards.
  • Support grant application development, including drafting scopes of work and reviewing budgets.
  • Provide post-award grant administration support, including subrecipient monitoring and compliance reviews.
  • Ensure alignment with federal rules related to allowable costs, financial management, and property standards.
  • Assist with required reporting, performance tracking, and grant closeout.
  • Prepare agencies for audits and support resolution of audit findings.
  • Develop practical tools, templates, and guidance to strengthen internal controls.

Required Qualifications

  • Bachelor’s degree in Public Administration, Finance, Business, Accounting, or related field.
  • 5+ years of experience in federal grant administration or grant-funded procurement.
  • Strong working knowledge of 2 CFR Part 200 (Uniform Guidance).
  • Experience supporting federally funded programs at the state or local level.
  • Understanding of subrecipient oversight, allowable costs, and audit requirements.
  • Excellent written communication and analytical skills.

Preferred Qualifications

  • Professional certification (CPA, CGFM, CGMS, or similar).
  • Experience with BABA compliance.
  • Experience working with SLED agencies.
  • Familiarity with federal reporting and reimbursement systems.
