Job Description:
Purpose of Position
The Data Migration Lead ensures FSRA maintains ownership and governance over data decisions, architecture, and quality throughout the MCBS transition. The role focuses on delivering outcomes by influencing business, technical, and vendor stakeholders without direct authority.
The position is accountable for leading the development of advanced data models and supporting related initiatives that enable effective planning, development, and implementation. This work strengthens data efficiency, governance, and technical foundations to support high‑quality, evidence‑based decision‑making for products, programs, and policy.
Key Responsibilities
Owns and directs the end-to-end data migration strategy, plan, and execution covering all phases: assessment, extraction, transformation, validation, loading, reconciliation, cutover, and stabilization.
Maintains FSRA’s authority over data decisions, ensuring alignment with regulatory, operational, and reporting needs.
Defines repeatable, structured mock migration cycles to reduce risk and increase data quality
Acts as FSRA’s primary point of control for the SI’s migration activities, ensuring Deloitte/SI delivers according to contracted responsibilities and standards.
Critically evaluates SI recommendations, requiring evidence-based justification and rejecting risky or unnecessary customizations
Challenges SI assumptions, designs, and timelines to ensure simplified, compliant, and sustainable migration solutions.
Identifies, tracks, and mitigates migration risks early, including data quality issues, technical constraints, and SI delivery gaps.
Ensures adherence to FSRA data standards, quality controls, compliance requirements, and D365 target-state expectations.
Leads the development of metrics for model performance monitoring and conducts continuous model performance monitoring after deployment.
Reviews SI and internal technical deliverables including mapping workbooks, transformation logic, ETL scripts, and load procedures.
Oversees data profiling, cleansing execution, and exception management.
Ensures repeatable, automated migration pipelines and mock cycles are designed and delivered by ETL/Technical teams
Provides technical expertise to the review of current FSRA data collection and filling requirements for financial services and pensions to identify and propose recommendations for the project plan to reduce unnecessary costs and methods to improve efficiency.
Provides expertise and insights at all stages of the plan including, but not limited to development of process, governance and required technical infrastructure, working with systems professionals to define FSRA business needs and provide subject matter expertise in the resolution of problems. Plans and develops the overall framework, standards, methodology and best practices for data design, modelling, management and business solutions, tools and product development and implementation.
Owns the data migration component of cutover planning, execution, and readiness assessments.
Aligns with the Cutover Manager to define sequencing, dependencies, runbooks, rollback strategies, and go/no-go criteria.
Leads the resolution of data issues during go-live.
Works closely with the Data Analytics Integration and Governance team in maintaining a centralized data dictionary and user guide for financial services and pensions data.
Explores new analytical tools and data sources to optimize data capabilities available to key decision makers.
Supports stakeholders after deployment to ensure intended impact is achieved.
Ensures metadata, glossary, and lineage are maintained and searchable. Artifacts: Business glossary, data catalog entries, lineage diagrams, policy register
Applies data classification, masking, and retention standards as per FSRA policy and Vendor SOW
Establishes incident, problem, and change processes with the vendor as it would relate to Data incidents
Proactively mitigates vendors and data risks
Qualifications
Education
Postsecondary degree in Computer Science, Information Technology, or a related field. or an equivalent combination of education and professional experience
Experience
7+ years of experience delivering complex data migrations
Experience with ETL tools and data profiling techniques.
Experience working with vendors and partners to deliver outcomes in time‑constrained environments
Knowledge and Skills
Technical Skills
Advanced knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, SAS etc.).
Knowledge of data governance and data quality assurance.
Strong knowledge of Microsoft Dynamics 365 Finance & Operations data structures, entities, and integration patterns.
Knowledge of system and platform for data storage, processing, automation, and analytics.
Knowledge and understanding in machine learning and deep learning methods.
Deep understanding of financial, regulatory, and compliance data, ideally within an FSRA or public-sector environment.
Ability to identify effective, relevant statistical and/or mathematical methods to solve complex business problems.
Non-technical / Soft Skills
Leadership skills to provide team leadership to staff assigned to projects, to mentor and coach less senior staff.
Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
Problem-solving skills to develop creative solutions to complex, unique challenges where information is limited.
Proficient in data collection, transformation and ML/AI techniques and tools (e.g., M/L Ops platforms, R, Python, SQL, data visualization, data mining, etc.).
Attention to detail to ensure high accuracy in data mapping, transformation, and validation, as minor errors can have significant consequences.
Ability to operate independently, exercising sound judgment and proactively managing risks and dependencies
Comfort working with ambiguity while maintaining focus on delivery and results.
Proven ability to think and work creatively to develop innovative data science solutions in a collaborative multi-disciplined team environment.
Strong communication skills (verbal and written) to author reports, conduct presentations and to lead information gathering with clients; to create clear thorough technical documentation, data mapping, and best-practice guides.
Excellent communication skills to articulate complex technical concepts to non-technical stakeholders and presenting progress reports
Ability to (assertively) influence and challenge external partners, especially SIs, to ensure adherence to FSRA’s direction, where formal authority does not exist.
