Job Description

• Oversee environmental compliance throughout DZSP21 Amentum base operations.

• Ensure implementation of environmental programs, including but not limited to: Safe Drinking Water Act (SDWA);

  Clean Water Act (CWA); Clean Air Act (CAA); Ozone-Depleting Substances (ODS); Spill Prevention, Control, and

  Countermeasure (SPCC); Asbestos-Containing Material (ACM); Resource Conservation and Recovery Act

  (RCRA); Solid Waste Management; Environmental Management System (EMS); Building Energy Monitor (BEM);

  and other programs as required.

• Conduct routine environmental audits and surveillance inspections across DZSP21 base operations.

• Prepare and submit findings reports to facility management, discuss recommendations and corrective actions for

  non-compliant work performance, and propose short-term and/or long-term improvement plans.

• Ensure accuracy and timely completion and submission of deliverables, reports, notifications, and plan updates.

• Develop and implement environmental program procedures to integrate compliance into the organization’s daily

  operations.

• Report, monitor, and coordinate the status of land and water spills.

• Monitor water line breaks and scheduled water outages; coordinate status and necessary actions, such as

  issuing water notices to affected areas.

• Maintain effective communication with all annexes to keep the workforce updated and informed about Naval Base

  Guam (NBG) environmental policy, federal and local laws and regulations, programs, issues, and concerns.

• Assist annexes in addressing environmental issues and concerns.

• Perform other applicable tasks as assigned by the Environmental Manager.

 

• Bachelor of Science degree, preferably in Engineering or an equivalent field.

• Minimum of five (5) years of relevant experience.

• Familiarity with Base Operations and Support Services Contract (BOSC).

• Knowledge of Federal, USEPA, and GEPA environmental laws and regulations.

• Proficiency in Microsoft Office programs.
