About the Department
NATURE OF WORK: Develops and reviews traffic engineering/transportation management project design, plans, documents, standards, calculations, technical standards, and budget estimates as directed; coordinates, manages, and administers various County engineering programs and projects including coordination with other County departments, contractors, and outside agencies; provides highly responsible staff assistance to the department director; supervises and guides consultants and staff; manages and develops in-house design projects; manages project schedules; assists in the resolution of conflicts that arise during construction; presents technical information to various forums; and oversees project permitting, design, and inspections. Performs related duties and responsibilities as required.

TYPICAL DUTIES: (Illustrative Only) Coordinates and administers various County engineering programs and projects as assigned; meets with staff to identify and resolve problems; prioritizes and assigns projects, work activities, and resources; monitors work flow; reviews and evaluates work products, methods and procedures; plans, directs and participates in preparing special engineering studies, calculations, and reports; prepares recommendations for improvements; seals in-house design plans and reports; works with County departments to identify and prioritize needs; formulates cost estimates and develops implementation strategies; researches, analyzes and prepares new funding source applications for department projects; ensures employees adhere to established work methods, techniques, specifications, procedures, schedules, and comply with applicable County policies; reviews needs with appropriate management staff and allocates resources accordingly; recommends and assists in the implementation of department goals and objectives; manages consultant, contractor, and vendor contracts to ensure compliance with project specifications, budget and schedule, and assesses completeness of work; serves as liaison for the department with other county departments, divisions, public and outside agencies and businesses; represents the department in various committees and work groups; handles inquiries and complaints from start through resolution in an efficient and timely manner; stays abreast of new trends and innovations in the field of engineering.
Minimum Qualifications
A Bachelor’s Degree in Civil Engineering from a regionally accredited institution of higher learning recognized by the US Department of Education; a Master’s Degree in engineering management, public administration, or business administration or six (6) years of experience, ideally in a management role.
Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration; OR by the technical board of another state, with the ability to obtain Arizona Registration within six (6) months of employment.
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
PREFERRED QUALIFICATIONS: Preference may be given to individuals with supervisory experience and/or industry certifications.

WORK ENVIRONMENT: Work is primarily performed under limited supervision in an office setting with appropriate climate controls; some work may be performed outdoors in a variety of climatic conditions; other work may occur in confined spaces. May require travel, working early mornings, evenings, and weekends.
PHYSICAL REQUIREMENTS: Essential functions of this position require: lifting, manual dexterity, fine motor skills, ability to communicate.
Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting, walking and standing are required regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, or handle.
