The Office of Healthcare Programs (OHP) administers FHA's healthcare programs, the Section 232 Mortgage Insurance for Residential Care Facilities and Section 242 Mortgage Insurance for Hospitals programs. Both programs enable the affordable financing and refinancing of healthcare facility projects and are integral to HUD's community development mission. OHP's programs assist hospitals and residential care facilities (such as nursing homes and assisted living facilities) to more reasonably finance construction, renovation, acquisition, or refinancing projects. These programs strengthen local communities, improve access to healthcare, and decrease overall healthcare costs. As a/an Deputy Director Asset Mgmt Division, you will: Directs the development of policies and procedures, notices, standard work, and regulations regarding Section 232 insured loan asset management, property disposition, business relationships, and special initiatives. Directs the evaluation of policy and procedural effectiveness and methods of operations for assigned programs, along with the quality of program data. This includes monitoring Asset Management performance against goals and all other activity affecting the day-to-day management of asset management activities. Directs the overall interpretation of procedures and the provision of guidance and assistance to lenders and owners. Directs the provision of programmatic and technical assistance to Asset Management staff concerning asset management, property disposition, business relationships, specials initiatives, etc. Functions include: Clarifying and interpreting program guidelines, standards, and procedures; Implementing guidance and assistance regarding new or revised technical standards and procedures; and Providing specialized advice and assistance concerning problem areas or projects. Develops and presents training as necessary for HUD staff and industry personnel.

Requirements

The official duty station for this position will be in Boston, Massachusetts. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: -Performing managerial duties that included exercising the authority to recommend or take personnel actions such as program management, making selections, discipline, performance management, or planning work schedules; AND -Developing policies and procedures for an organization; AND -Evaluating and assessing Section 232 facilities and mortgage insurance program for items such as potential inefficiencies or risk factors. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
