ROLE OVERVIEW

We are seeking a Civil Estimator in Houston, TX to support heavy civil infrastructure projects across the Houston market. This role is ideal for a Heavy Civil Estimator Houston with experience in underground utilities, drainage systems, roadway construction, and site development.

This Construction Estimator Houston Texas position is responsible for preparing accurate, risk-adjusted cost estimates while supporting preconstruction strategy, bid development, and project planning across municipal and infrastructure projects.

You will play a key role as an Infrastructure Estimator Texas, evaluating project scope, performing quantity takeoffs, and developing competitive pricing for underground utilities, wastewater systems, and roadway construction.

PROJECT SCOPE

• Underground utilities (water, sewer, storm systems)
• Drainage and wastewater infrastructure
• Roadway construction and paving
• Municipal and public works projects
• Site development and infrastructure improvements

KEY RESPONSIBILITIES

• Prepare detailed cost estimates as a Civil Construction Estimator for heavy civil projects
• Perform quantity takeoffs for underground utilities, grading, and roadway scopes
• Analyze plans, specifications, and geotechnical reports
• Solicit and evaluate subcontractor and vendor pricing
• Identify risks related to site conditions, materials, and project logistics
• Develop budgets, bid packages, and pricing strategies for municipal construction projects
• Coordinate with project managers, engineers, and leadership during bid development
• Support bid reviews to ensure alignment with scope, schedule, and margin targets
• Maintain organized documentation for estimates, bids, and revisions

QUALIFICATIONS

• 3+ years of experience in heavy civil or construction estimating
• Strong knowledge of utilities, drainage, roadway, and sitework projects
• Experience performing quantity takeoffs and cost analysis
• Understanding of construction methods, materials, and sequencing
• Strong analytical, organizational, and problem-solving skills
• Ability to manage multiple bids and deadlines simultaneously

PREFERRED EXPERIENCE

• Experience with City of Houston or Harris County projects
• Familiarity with TxDOT specifications and standards
• Experience with wastewater or drainage infrastructure projects
• Trenchless installation methods (HDD, tunneling)
• Experience with estimating software and digital takeoff tools

• Base Salary: $100,000 – $130,000 (based on experience)
