    LOCATION OF POSITION:  Fairport NY 14450; Business Office 

    TERM OF EMPLOYMENT:  12-Month Position, Full-Time

    STARTING DATE:  As Soon As Possible

    SALARY RANGE: $90,000-$115,000

    DUTIES:

    1. Confer in the selection of goods, services and choice of vendors with the staff.
    2. Establishes a calendar of purchasing activities to assure timely ordering and delivery of goods and services.
    3. Determines needs for formal bidding, purchases through state contracts, sources exempt from bidding law, and those obtainable by direct purchases.
    4. Places bid advertising in accordance with law, opens and analyzes bids to determine low bidder conformance to specifications, and recommends bid award to the Board.
    5. Receive, examine, and tabulate the results of quotes and bids according to procedure.
    6. Make recommendations concerning bid awards to the board.
    7. Plans and schedules, purchasing of assigned commodities using department requests and surveys, reviews of annual budget, reviews of historical data.
    8. Participate in cooperative bidding with other districts (determine needs, provide requirements and make recommendations).
    9. Coordinate the Lease/Purchase and Installment Purchase Financing of District Equipment.
    10. Direct the processing of requisitions, purchase orders and vendor payments.
    11. Maintain Insurance policy portfolios, fleet schedule, and Certificate of Insurance updates.
    12. Coordinate with Insurance Carrier Representatives; arranging coverage, obtaining quotes, identifying changes in value (reporting losses and damages).
    13. Provide Insurance Renewal Application information updating all property schedules and general liability information on an annual basis.
    14. Apply for all Workers' Compensation and Disability certificates online.
    15. Complete and process documentation relating to the E-rate program.
    16. Supervises the clerical review of requisitions from operating departments and the maintenance of related records on expenditures.
    17. Confers with principals, supervisors and department heads on the needs of their schools and services.
    18. Other related activities as assigned.

     

    QUALIFICATIONS:

    1. Civil Service eligibility as a Purchasing Agent or equivalent title, the minimum qualifications of which are:  Graduation from high school or possession of an equivalency diploma plus either:

          A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Business Administration and two (2) years of experience; OR,

          B. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree and four (4) years of paid full-time or its part-time equivalent experience in purchasing activities; OR,

          C. Five (6) years of paid full-time or its part-time equivalent experience as defined in (B) above; OR,

          D. Any equivalent combination of training and experience as defined by the limits of (A) or (B) above.

    2. Knowledge of purchasing procedures including New York State General Municipal Law, cooperative purchasing, and bidding procedures.

    3. Computer experience necessary:  Database driven software applications, Excel spreadsheets, Word, Power Point and Outlook are all applications used in this position.

    4. Ability to establish and maintain effective professional relationships.

    5. Physically able to perform essential functions of the position (with or without reasonable accommodation).
